Status: Resident

Activities:

  • Act as HSE focal point for the PROJECT work developed at SITE / field level and provide HSE support and advice to the PROJECT SITE management, CONTRACTOR, and SUBCONTRACTORS.
  • Develops & deploy COMPANY HSE procedures and requirements.
  • Responsible for the implementation of PROJECT HSE Plan at SITE level.
  • Ensure the HSE readiness for all SITE activities and perform permanent HSE Supervision.
  • Participates actively to the personnel safety, construction integrity and respect of the environment and promotes HSE awareness at all levels through exemplary and pro-active attitude with PROJECT team, CONTRACTOR and SUBCONTRCTORS teams.
  • Accountable for demonstrating, individually, an exemplary behavior with regards to HSE rules & requirements.
  • Activities
  • General HSE requirements
  • Ensure strict compliance with PROJECT HSE requirements/HSE contractual clauses and other documents governing contractors’ relations. Ensure strict compliance with the HSE instructions, rules and procedures in force with affiliate/SPV and applicable for the PROJECT.
  • Develop and deploy COMPANY HSE Management system.
  • Promote COMPANY Safety culture & follow implementation (Golden Rules, “Our Lives First, Safety tours, stop work authority).
  • Establish an HSE monitoring, inspection and audit program; support the Management Joint Safety Tours; and follow-up HSE Action Tracking Register.
  • Ensure Project HSE training and Induction programs implementation.
  • Promote a proactive and positive intervention approach to SITE teams.
  • Promote HSE and Sustainability awareness among the workforce, through proposal and monitoring of toolbox talks, incentive schemes, lessons learned towards workforce, supervision, and management.
  • Promote any HSE initiative to be implemented on SITE, such as but not limited to communication campaign, safety culture programs, World Day for Safety & Environment…
  • Advise and accompany CONTRACTOR on general and specific operational HSE matters.
  • Review and verify implementation of Contractor HSE plans/procedures including tasks specific documents and ensure documentation is kept up to date.
  • Monitor the Contractor HSE performance and provide proposals for improvement at SITE.
  • Ensure that SITE HSE meetings and reviews are performed and recorded accordingly.
  • SITE HSE Risk management
  • Ensure that all SITE activities carried out by CONTRACTOR and SUBCONTRACTORS are conducted in strict accordance with PROJECT HSE Standards.
  • Monitor the effective implementation of the Permit to Work system on SITE.
  • Ensure implementation of the HSE Risk Management process, and every activity is covered by relevant Risk Assessment.
  • Monitor Method Statements and Risk Assessments to ensure they are followed by Contractors.
  • Ensure that Job Risk Assessments / Job Safety Analysis are prepared for specific operations.
  • Ensure Safety Green Light program is deployed at Toolbox & Pre-Job Talks / pre-shift meetings.
  • Perform routine and random HSE inspections to monitor HSE procedures implementation on site and follow up of actions.
  • Conduct a follow-up of regular formal audits/inspections together with CONTRACTOR representatives (verification exercises, walkthroughs, specific inspections…).
  • Ensure that HSE checks of all machinery/equipment entering the SITE are performed & verify inspection process.
  • Ensure CONTRACTOR personnel have necessary HSE equipment needed (inclusive task specific).
  • Attend and participate in daily/weekly/monthly meetings and Toolbox & Pre-Job Talks / pre-shift meetings.
  • Monitor and maintain control measures in the use of hazardous materials and chemicals.
  • Ensure the relevant PROJECT HSE permits are obtained from authorities and monitor implementation.
  • Ensure compliance with environmental and social ESIA requirements and measures concerning the PROJECT.
  • Ensure emergency response plans are developed and support implementation for any identified potential event, and that drills are carried out accordingly.

HSE reporting and REX:

  • Collect and consolidate relevant HSE data from all PROJECT WORKSITES. Daily/Weekly/Monthly reports
  • Ensure adequate HSE reporting in line with PROJECT procedures.
  • Lead in accident / incident investigation and ensure that any HSE event on Site is reported in due time.
  • Ensure reporting of any anomaly, violation & unsafe practice and follow up corresponding actions.
  • Ensure an HSE Observations (unsafe situation/act) reporting scheme is implemented, with proper analysis and follow-up of action taken; Promote proactive HSE Observations reporting.
  • Ensure efficient communication of Return of Experience (REX) on SITE.
  • Context and environment
  • Position will be based in Angola Solar project and strongly involved into the project preparation, monitoring and execution.
  • Cooperation with COMPANY Angola affiliate will be necessary.
  • High level of an autonomy and ability to manage HSE in remote locations.
  • Accountabilities
  • Ensure 100% compliance with the PROJECT HSE objectives, policies, procedures, standards and guidelines.

Qualifications / Experience Required:

  • >8 years of HSE professional experience in energy industry and construction sector(s) of which 3 years should be on site.
  • Technical degree or diploma (plus internationally recognized HSE degree/diploma)
  • Experiences in the power sector will be a plus.
  • Proven autonomy and ability to manage contacts are required.
  • Precision and zero compromise/tolerance approach on HSE and technical excellence.
  • High level of knowledge and understanding of the local HSE regulations applicable in the selected region.
  • Ability to understand procedures and instructions specific to HSE topics.
  • Must be able to prepare, review, and audit working procedures.
  • Must be able to prepare reports on all HSE technical matters.
  • Must be capable of conducting HSE incident investigations.
  • Ability to plan, implement, and supervise training in all areas of safe working is essential.
  • Demonstrated knowledge and experience in developing, implementing, and continuously improving health & safety, and environment management systems requirements.
  • Good English language oral and written communication skills are essential.
  • Portuguese language speaking is required.
  • Team player and able to build and maintain relationships both internal and external.
  • Proficiency computer skills with MS office and other day-to-day work-related software applications are necessary.
