Salary: GBP1 - GBP2 per annum

Title : Cost Engineer JR
Contract Duration – 1 year (Renewable) – Long term project of atleast 10 years.
Start Date - ASAP
Work Location – Al Ula (office based with site visits) – No remote work possibility.


Principal Objective: A brief summary of the responsibilities of the position.

Provide technical support to Engineering Department in the development and execution of various projects related to infrastructure more specifically developing cost estimates and developing lists of quantities. This role is for a staff member but requires technical capabilities to provide estimates as well.

Organizational Relationship: A brief of reporting relationships i.e., reports to, supports section, group, etc.; interfaces with senior management, clients, etc.

The junior cost engineer will report to the QS Chief. The cost engineer will interact and coordinate work with Project Management, PM/CM, etc., as needed.


Major Activities Performed: List the major job function(s) of the position.

1. Familiarizes with all Royal Commission codes and standards, General Design Criteria and Technical Guidelines, standard drawings and standard guide specifications.
2. Review of A/E bids, support in the development of quantity surveys for the bid document development.
3. Review and revise as necessary any technical specifications and drawings for bid packages related to the development of various infrastructure projects.
4. Will implement methods and solutions for complex engineering problems and will select the most efficient and economical manner to meet our clients’ design objectives.
5. Works with other engineers on a team to provide technical excellence and growth in the Quality Improvement Process.
6. Provides technical consultations for interdisciplinary analytical studies and analyses.
7. Assists in the review of vendor drawings and shop drawings.
8. Potentially prepare conceptual and detailed cost estimates. Also develop BoQs for concept and final design.
9. Performs field inspection and provide field support, as necessary during construction phases.
10. Provide response and cost for change orders from Designers, Contractors, Operation and Maintenance staff.
11. Must work well within a dynamic team and serve as a technical consultant to the client.

 

Experience and Qualifications: List the background experience required for the position, number of years of experience, in what fields. Describe the desirable academic background.

1. Bachelor’s degree from an accredited university with major course work in quantity surveying, construction management, business, scientific discipline, engineering or a related field of study.
2. Minimal 5 years of experience, with 3 years minimum in generating construction cost estimates.
3. Estimate cost requirements based upon the available Master Plan and land use data.
4. Conduct the estimate of infrastructure projects such as road, bridge, drainage, lighting, utilities, power substations, HV/MV/LV linework, water/sewer plants, pump stations, plumbing, fittings, piping networks, pumps, engines, motors, and other equipment associated with these types of infrastructure is a plus.
5. Experience with safety, quality management, risk assessment, risk registers, etc., is a plus.
6. Coordinate with all relevant stakeholders and government authorities plus developers, consultants and contractors working within the area under study or adjacent areas.
7. Project Management Professional (PMP) Certification, CST, CCM, CCE, MPM, RICS, or other QS Certification is a plus.
8. Must demonstrate continual progression of experience and expertise in relevant area of expertise.
9. Ability to communicate effectively in both spoken and written English. Knowledge of Arabic language is a plus, but not required.
10. Knowledge of computers and basic software applications such as: AutoCAD, use of cost databases, and experience in MS Office (Word, Excel, Power Point) is preferred.
