The Department of Energy, Environment and Climate Action (DEECA) employs approximately 6,000 staff across 87 geographically dispersed locations within Victoria. DEECA brings together Victoria’s energy, environment, water, agriculture, forestry, resources, climate action, and emergency management functions into a single department to maximize connections between the environment, community, industry and economy. DEECA’s challenge is to improve Victoria’s liveability with a population that is expected to almost double by 2050, while responsibly tackling climate change and protecting our natural environment, infrastructure, and heritage for the future.

 

The Regions, Environment, Climate Action & First Peoples (RECAFP) Group provides advice on directions, principles, strategies and actions to lead the Victorian government's responses to climate change, environmental protection and the management of natural and built assets on public land across Victorian regions. The RECAFP Group works across DEECA, with portfolio agencies, regional communities and other external stakeholders and ministers to implement DEECA's state-wide objectives in the environment and climate action portfolio. As DEECA’s main connection to local communities and environments across the state, the group provides valuable intelligence on how policy and programs can be designed and delivered to better meet the needs of Victorians.

 

Reporting to the Deputy Secretary, Regions, Environment, Climate Action & First Peoples (RECAFP), you will oversee six regional directorates covering the state of Victoria (Barwon South West, Gippsland, Grampians, Hume, Loddon Mallee and Port Phillip). Working hand in hand with the Regional Directors, you will work with their respective divisions, across DEECA and with community members across the regions to support end-to-end planning, management, protection and improvement of Victorian regions. These services included managing and protecting Victoria’s public land, coasts and natural environments, providing expert advice on development proposals and planning matters of regional or state significance,  enhancing preparedness, responses and recovery from bushfires and other natural disasters. You will be accountable for strengthening the role of the regional directorates as the Department’s innovative community engagement arm, building on their current strengths in place-based delivery and engagement.

 

In the short-term, you will work with the Deputy Secretary to support change management, including realising efficiencies across the department and within the regions, as required. You will effectively engage with all stakeholders across DEECA, portfolio agencies, local government and community, demonstrating collaboration and responsive, and build a strong service excellence reputation for DEECA.  Importantly, you will embed a collaborative and cohesive workplace culture across all of the regional portfolios, to ensure that that the division is delivering outcomes that benefit Victoria collectively.

 

To be considered for this role, you will be an executive leader with demonstrated experience leading aligned portfolios across the Victorian Public Service. You will have experience overseeing or working in partnership with regional teams  across aligned portfolios including environment, water, energy, planning, community and strategy. You will be highly regarded for your ability to build credible and effective working relationships with key stakeholders across government, industry and the community. You will have demonstrated experience managing competing demands and encouraging new approaches and solutions to deliver benefits beyond stakeholder expectations. You are regarded as a strategic and engaging leader, who is motivated to establish a high performing, capable and collaborative workplace culture in a complex changing environment.
