Clinical Director
Reports to: Chief Executive Officer
Location: Dublin South
Permanent: full-time (37 hours per week)
Role Summary:
The post of Clinical Director is a pivotal post with responsibility to lead and manage a multi-disciplinary clinical team and Consultant-lead teams whilst ensuring that the highest standard of clinical care is planned, delivered and evaluated, and that all targets and objectives set and agreed for the Hospital are met in line with national and local standards.
Provision of strategic leadership for development of clinical services in both Psychiatric and Neuropsychiatric disciplines
Required:
Excellent verbal and non-verbal skills in order to effectively communicate with and relate to patients and their family members, colleagues, hospital staff, management and Board of Directors.
Proven ability to effectively lead, supervise, coach and mentor a team, and to interact with and participate in hospital management structures as required.
Demonstrate an ability to positively and efficiently lead and implement change and to develop clinical services for continuous improvement.
Negotiate a budget with the Financial Controller and the Chief Executive Officer and be responsible for the efficient and effective use of that budget to deliver on agreed objectives.
Develop cost savings and new innovative ways of delivering clinical services.
Establish a positive working relationship with external partners including Health Service Executive, Private Health Insurers, HD networks, and other Academic Institutions.
Ensure that systems are in place to deliver accurately and in a timely fashion, all statutory information requirements including, for example, Data Protection and Freedom of Information.
Develop systems to provide clinical information to staff to enable them to benchmark and audit their practice to improve patient and resident experience.
Establish and maintain regular communication with all staff in the Hospital.
Facilitate the maintenance of professional clinical competence, by ensuring there are comprehensive policies and procedures in place to enable strong performance and allow for early detection and management of poor clinician performance.
Agree a system of delegated responsibility within the Hospital and be responsible for its effective functioning, including the delegation of the role of Clinical Director to the appropriate Consultant Colleague as appropriate.
Foster an open and inclusive style of management, encouraging team working and positive relationships.
Identify and support effective and appropriate training initiative and succession planning development opportunities for clinical staff to ensure the highest level of service delivery to our residents.
Ensure delivery of the highest standards of clinical effectiveness, including the delivery of local and national recommendations by Mental Health Commission, HSE guidelines, College of Psychiatry of Ireland guidelines and other national reports.
Work collaboratively with Human Resources to ensure the conditions of employment for staff meet national and legal standards, HR policies and procedures are followed, and that the delivery of patient and resident treatment and care is one of excellence in an effective, efficient and economic manner.
In conjunction with Chief Executive, Director of Nursing and Head of QRC, develop and review strategies for Clinical Governance, and be accountable for the proactive delivery of strategies and operational plans for Clinical Audit, Clinical Risk Management and Patient and Family/ Carer satisfaction.
Provide evidence of initiating, undertaking and completing audit and quality programmes.
Place and maintain patient safety at the centre of all activity.
Maintain one’s own professional competence and development to a high standard as required.
Ensure that appropriate medical cover is available at all times having due regard to the implementation of the European Working Time Directive.
Strategic Leadership
Work closely with the Chief Executive to support the development and delivery of operational and strategic plans, and agree communication strategies for the implementation of same.
