One of our reputed Clients a Construction Company is looking forward to recruiting a Lead Procurement Engineer with the following details:
Location: Abu Dhabi, UAE
- Responsible for all procurement activities
- Assist management in Preparation of Procurement/Sourcing Plan
- Pre-Order Activities - Review MR, float RFQs to Approved Vendors, follow up Tech/Commercial Offer & TQs Closure, Parallel finalization of GCP/SCP, Commercial negotiations (Tech./Comm. Clear Bidders), Internal Estimation/Budget check, CBA approval from management, LOI/PO placement in line with ICV.
- Post-Order Activities - Arranging KOM, PIM, Engg. documents follow up & Closure, Stage Payment Process, Weekly/Monthly Review meetings, Vendor Site Visits, Variation Order placements, Inspection arrangements, Logistics coordination, Ensuring MRR processing, expediting on all fronts to seek Material delivery in line with Project Schedule.
- Conducting spend analysis and consolidating the site requirements for shortage or missing materials and placement of LPOs or VOs to OEMs.
- Vendor development and vendor evaluation in case of non-approved vendors & new sub-vendors proposed by main vendors.
- Placement of service orders for the onsite assistance required by site team
- Self-motivated, flexible and can work under pressure on their own initiative and lead a Procurement Team.
- Define and maintain documented category and supplier strategies using market and competitive data
- Develop, implement and drive the Procurement strategies in order to meet cost savings targets
- Review and manage the supplier base to ensure consistency with the sourcing strategy
- Perform regular performance review with suppliers to drive continuous improvements
- Ensure commercial, legal and contractual compliance in all the Procurement transactions
- Adopt appropriate supplier management methodologies and Procurement strategies in purchasing to secure better prices, ensure delivery of materials and goods in support of operations and project plans.
- Other duties as assigned.
Essential Qualifications:
- Degree/Diploma level or equivalent in-depth experience
- Computer Skills: Must be computer literate Software: SAP, ERP
- Proven working experience as Procurement Engineer in same field above in UAE in EPCs.
- Sourcing, purchasing, risk management and vendor management experience. Knowledge of sourcing and
- Procurement techniques as well as a skill in reading the market and talent in negotiations and networking.
- Deep technical knowledge of Oil & Gas tendering process, with strong ability to translate detailed technical documentation and drawings into commercial item requirements for procurement.
- Years’ Experience: 12 to 15 years in EPCs
