Fire Fighter Team Leader services for FOPS (07/05/2024) Basrah, Iraq

We are looking for Fire Fighter Team Leader services for FOPS for one of our clients with the following details:

Location : Basra, Iraq

Duration : 12 months, renewable

Work Status : Rotational, 28 days ON / 28 days OFF

Fluent in Arabic and English

Qualifications & Experience Required:

  • Minimum Qualifications:
  • Completion of High School
  • Professional qualification in NFPA is preferable
  • Basic and advanced firefighting
  • Basic and advanced first aid
  • H0B0
  • Confined space rescue
  • Oil spill training
  • Traffic incident management
  • Work at height rescue is a must
  • H2S
  • Possession of a heavy duty-driving license is preferable
  • Must be physically fit and meet the required health fitness criteria for firefighting duty, per QP Health Standards
  • Fluent in Arabic and English

Minimum Experience:

  • 10 years’ experience in firefighting in an oil, gas, or petrochemical processing plant with excellent training skills and the development of fire team
  • Thorough knowledge and understanding of safety procedures and policies
  • Knowledge of using maintenance tools and equipment’s

Job Responsibilities

HSE training

  • Develop and implement basic and advanced training programs to align with the Site contingency plan and meet the requirements of the performance management system and NFPA standards.
  • Ensure safety and knowledge of equipment, appliances and site are understood and use safely by the intervention team.
  • Provide a training program for Interventions teams to ensure basic and advanced skills are measured, assessed and records kept regarding their development. Develop a maintenance of skills program to ensure competence and skills.
  • Assess training at all times and meet individual training needs.
  • Develop skills in specialist fields ie rope rescue, confined space, ..., and Command and Control.
  • Ensure that Rescue plans are developed, practiced and tested.
  • Undertake a training needs analysis on all aspects of the fire fighting and bring findings to the attention of the Site Manager
  • Conduct realistic training on site ensuring knowledge and skills are gained in aspects of plant activity and risk.
  • Prepare staff for rapid deployment, early intervention, safe and effective use of skills.
  • Act as Intervention team leader during drills and events.

Prevention

  • Ensure, at the start of the shift, that all fire-fighting equipment in the fire station is in good operating condition, includes daily checks & tests of firefighting vehicles in the fire training ground as per the fire- fighting equipment checklist. Conduct regular checks and inspections in all CPF areas/ units to check Fire Fighting equipment and tools to ensure of proper operation.
  • Test the firefighting equipment such as hoses, fire sprinkler system, deluge system, fire monitors, fire sensors, and maintains hydrant system, and respiratory protection gear on a regular basis to ensure equipment availability and reliability.
  • Conduct repairs and maintains the fire-fighting equipment by flushing the piping and fire hoses to clear used foam or powder to ensure equipment is always available for use.
  • Participate on the redaction of the reflex sheets for Intervention teams and ensure the implementation.
  • Act as a HSE when requested to provide assistance during shutdowns and maintenance work to ensure if any emergency situation occurs, immediate action can be taken.

Drills and Evacuations

  • Carry out fire drills under the control of the On Scene Commander in simulated situations and perform other special drills arranged from time to time as training exercises.

Emergency Response

  • Respond to fire or accident alarms from the Intervention team rooms, determine the approach to fire’s location, define the green zone, make the necessary hose connections to fixed fire hydrants, and start firefighting using appropriate fighting tools according to the source of fire.
  • Participate in providing first aid or in taking emergency actions according to the situation to ensure quick and immediate response to the emergency.

Safety Material Management

  • Monitor the fire extinguisher and cylinders, which need to be sent to inspection for pressure test, replace all types of fire extinguishers after the due date as per inspection, maintenance.
  • Set up and manage an efficient record keeping for all equipment under his responsibility and recommend the replacement of faulty equipment to the HSE Superintendent for approval and action.
  • Provide assistance as necessary to the site teams to install all the necessary safety equipment in the plants to enable maintenance personnel to work safely.
  • Identify and record the spare parts concerning safety and firefighting equipment, ensuring that all safety equipment such as safety harnesses, fire blankets, gas masks, breathing air cylinders... are kept in a best working condition.

Safety Store Management

  • Monitor the availability of all safety and firefighting equipment and materials in the store and place requests for replenishment/ purchase of new equipment in cases where the existing material is non-repairable or there is an increase in the requirement.
  • Ensure that the safety maintenance workshop and safety store is kept in a best working condition by developing and initiating preventive maintenance programs and associated procedures.

Quality, Health, Safety, & Environment

  • Ensure all relevant quality, health, safety and environmental procedures, instructions and controls are adhered to so that the safety of employees, quality of products/services and environmental compliance can be guaranteed.
  • Support the enhancement of HSE procedures to improve the awareness level within the organization and ensure compliance of staff.
