We are looking for anĀ HSE Lead with the following details :
Location: Doha/ India/Vietnam/Malaysia/Oman/China/Korea/ Singapore ( to be confirm )
Work Status : Resident, Single
Start Date: 1-NOV-2023
End Date: 31-OCT-2025
Mandatory Requirements :
- The candidate shall have strong/solid experience in HSE Management
- The candidate shall have extensive experience of construction yards (preferably Asian yards).
- Shall have work as Client on Contractor yard in term of HSE Management OR shall have experience as Contractor HSE Manager (minimum) on Contractor Yard working directly with Oil and Gas client (Major O&G CPY).
- The candidate shall mastering management systems to ensure proper delivery of procedure and plans requested for such type of project (ERP, Relocation plan, review of Contractor Project Procedureā¦)
- The candidate shall understand that he will be the focal point with Package Manager in term of HSE and the link between the superintendents and the construction teams. Similar configuration in past experience shall be part of the candidate skills
ACTIVITIES
Safety Culture:
- Culture Promotion: Vigorously advocate for the Incident Free safety culture program across the project.
- Culture Reinforcement: Engage in HSE communications and workshops, bolstering the safety culture program's implementation.
- Training & Induction: Plan and conduct safety trainings, presentations, and inductions.
Preparation:
- Launch & Relocation: Initiate the EPC execution phase with the Contractor and manage the safe relocation of various EPC Company teams post-contract award.
- Communication: Facilitate effective communication between the Company and Contractor.
- Personnel Selection & Management: Aid in choosing and managing HSE personnel to oversee all HSE aspects of the contractor construction yard's activities.
- Competency Matrix Development: Design the Onshore training/competency matrix.
- Procedure Support: Assist the Contractor in preparing project specific HSE procedures.
- Documentation Coordination: Collaborate with the Contractor to develop the Onshore Master Document Register and implement an Actions Tracking Register for CTR and CPY onshore preparation.
- Document Review: Ensure prompt review of HSE-related documentation submitted by the Contractor in the document control system.
- Emergency Response Plans: Confirm that appropriate Emergency Response Plans are in place for all areas under the Company's responsibility.
- Audits & Inspections: Perform audits and inspections of all premises intended for Company personnel use to ensure they meet the expected hygiene and safety standards.
- Engineering Phase Support: Provide valuable support to the engineering phase at the early stage of site mobilization.
Execution:
- Supervision: Oversee construction, installation, and integration activities, ensuring compliance with COMPANY values, policies, laws, regulations, priorities, objectives, standards, and industry best practices.
- Inspections: Conduct regular Health & Safety inspections in alignment with CPY HSE policy and expectations.
- Audits: Carry out HSE audits as per Contract requirements.
- Worksite Safety: Verify all work is performed without risk to surrounding areas.
- Incident Investigations & Reporting: Lead and report on training, incident investigations, and Cause Tree Analysis.
- Incentive Scheme Management: Implement, communicate, and oversee the correct implementation of the Incentive Scheme as per the contract.
- Training: Direct mandatory HSE training for Company and Contractor staff.
- Co-activity Control: Establish robust co-activity control at worksites.
- Risk Management: Participate in risk assessment workshops, assist in early risk identification, and ensure risk identification due to operational changes and implementation of change management procedures.
- Meetings: Attend Toolbox meetings and participate in regular worksite coordination meetings to report on HSE activities.
- Environmental Conditions: Oversee the implementation and maintenance of environmental conditions.
- Emergency Drills: Participate in and observe Contractor-organized emergency drills.
- Contractor Relations: Maintain positive relationships with Contractors, demonstrating flexibility but also firmness when necessary to achieve the Project's HSE objectives.
- Reporting: Document all HSE activities, including KPIs and incident registrations, and report to the hierarchy.
- Work at Heights & Lifting Management: Ensure safe execution of all activities related to working at heights and strict adherence to rules and Company standards related to scaffolding and lifting management.
- Wellness Promotion: Encourage wellness programs to promote overall worker health.
- Legislation Awareness: Stay updated with any changes in HSE legislation and ensure project compliance.
- Subcontractor Coordination: Work with subcontractors on HSE-related matters and ensure their compliance with HSE guidelines.
- Contractor HSE Systems Assessment: Review and evaluate contractors' HSE management systems and their adherence to the project's HSE plan.
- Hazard Procedures: Implement procedures for hazard identification in all project activities (including the engineering phase) and ensure all potential hazards are properly addressed.
