We are currently recruiting for a Commissioning Manager for one of our Clients

Qualifications :
- Tertiary qualifications (Tertiary Engineering Degree) and / or professional registration in a relevant engineering discipline e.g. Process, Mechanical, E&I, etc
- 15+ years of experience in commissioning discipline (preparation and execution) with at least 5 years as a Commissioning Lead or Manager of offshore Oil and Gas Production Facilities (FPSO, Semi-Submersible, Wellhead Platforms) and subsea Pipelines.
- Functional knowledge of pre-commissioning, commissioning, operations and maintenance technology.
- Experience with EPCI contractors, sub-contractors and vendors involved in the oil and gas industry and commissioning activities.
- Worldwide experience with contractors in particular those involved in the commissioning and handover activities of Offshore facilities.
- Experience in Qatar and/or Middle East is a plus.
Key Job Accountabilities
- Manages the definition of the commissioning scope in the EPCI ITT scope(s) of work, key milestones and reviewing/validating the “commissioning” subcontractor AVL; manages the evaluation of the EPCI tenderers’ proposals; responsible for ensuring that the objectives, for the commissioning of the NFE Offshore platforms and pipelines, are safely met as per applicable quality standards and within the approved budget and schedule.
- Development of the preparation and the execution strategies and plans for pre-commissioning, commissioning, completion and hand-over to Operations for the Topsides and Pipelines of NFE Offshore; provide input into owners cost and budget for execution phase of EPCI
- Management of the EPCI ITT scope of work for the preparation and the execution of the pre-commissioning and commissioning including the definition of the Commissioning Management System (CMS) and software; including preparation of specification for ITT, evaluation of EPCI Contractors prequalification response and ITT proposals, preparation and identification of systems for execution phase, recommendation to award and preparation of the Offshore commissioning “Road Map”.
- Responsible for the delivery of Gates “commissioning” deliverables
- Responsible with his onshore counterpart to define onshore and offshore pre-commissioning/commissioning interfaces and integration.
- Review, validation and/or selection of “commissioning” subcontractors in AVL.
- Review FEED Contractor documentation related to commissioning, participate in FEED workshops; ensure best practice commissioning considerations and methods are delivered to the project for FEED and related activities, including ‘Flawless Startup’ principles.
- Identify commissioning risks and implement mitigation measures. Report Risks to the NFE Offshore Topsides and Pipelines FEED Manager.
- Promote innovation and cost reductions when seeking technical solutions, prioritizing reliability, safety of installations and personnel, respect of the environment.
- Manage identification and formalization of any change request related to Commissioning from Contractors before implementation, ensuring compliance with management of change procedures for changes in the Contractors design or deviations from the Company Directives.
Job Purpose
- Responsible for defining and proposing the preparation and the execution strategies and plans for Pre-commissioning, commissioning, system completion and hand-over to Operations for the Topsides and Pipelines of PROJECT Offshore. The strategies and plans shall ensure the best and most cost-effective commissioning of the facilities.
