HSE SUPERINTENDENT -ONBOARD PIPELAY VESSEL SERVICES (002) Luanda, Angola

We are looking for an HSE SUPERINTENDENT -ONBOARD PIPELAY VESSEL SERVICES with the following details : 

Location : OFFSHORE - Angola 

Scheme: Rotational (28 days ON/ 28 days OFF - Day shift position (usually between 06am and 06pm))

Planned Start Date: MAY 2024 ( to be confirm )

Duration: 6 months, renewable

Qualifications & Experience required

  • Professional Experience (years): minimum 10 years of experience
  • Experience in similar position (years): minimum 5 years of experience with project HSE supervision in relation with SURF Rigid Offshore Laying activities.
  • Level / Diploma: Engineer, or equivalent.
  • Languages: English mandatory
  • HSE: BOSIET, HUET

ACTIVITIES

  • To adopt and to demonstrate an exemplary behavior regarding Company Ethics and “Code of Conduct” policy and HSSE rules and regulations.
  • To ensure promotion, implementation, and achievement by SURF Package offshore personnel of the Company Ethics and “Code of Conduct” policy.
  • To be kept informed of Company Referential (CR, GS, and GM), international standards related to his area of responsibility, taking knowledge from them to application to the Project. To liaise actively with PBF HSE Lead to keep track of changes related to HSE policy and plans, in regulations, standards or Company rules. To inform the PBF HSE Lead of the need of changes in Project HSE Plans or Procedures.
  • To ensure promotion, implementation, and achievement by SURF offshore team of the Project HSE Management System (Policies, Plans and Procedures) and participate, as required, in its update.
  • To ensure that the SURF Contractor HSE Management System is fully maintained in compliance with the contractual requirements and is in line with Contract Exhibit L and with COMPANY referential for activities performed on Block 17.
  • To ensure that the SURF Package Contractors are enforcing their contractual commitments; are implementing properly their offshore HSE Plans and objectives, are safely, properly, and timely performing their activities as per Company requirements.
  • To ensure that Management of Change (MOC) procedure is properly implemented in case of change during the offshore campaign and advise the RSES-D on HSE matters before granting the change.
  • To perform routine and random HSE inspections, daily, to monitor Contractors HSE performance on board the SURF vessels engaged in the installation campaign and ensure the follow up of corrective actions. To provide regular HSE inspection and activity reports.
  • To stop and report immediately to RSES-D any anomaly, violation, and unsafe practice. To implement in conjunction with relevant Contractor HSE advisor appropriate corrective actions.
  • To participate in investigations of significant HSE anomalies, incidents, or accidents. To review, as necessary, associated audit reports and to follow-up implementation of relevant corrective action plans.
  • To monitor and review the regular reporting (daily and/or weekly) issued by SURF Contractors for offshore activities. To ensure adequate and timely reporting to PBF HSE Lead.
  • To attend and participate in daily meetings and toolbox talks held offshore and act as HSE advisor for CPY offshore team.
  • To participate in the regular HSE committee meetings and safety tours.
  • To participate in Job Safety Assessment (JSA) / Task Risk Assessment (TRA) meetings with key personnel for major tasks of the Project.
  • To participate in the implementation of Project safety campaigns and safety initiatives.
  • To ensure confidentiality of all the documentation issued under his area of responsibility.
