H3SE MANAGEMENT SERVICES (002) Tripoli, Libya
One of our top Clients in the O&G Industry is looking for a H3SE MANAGEMENT SERVICES with the following details:
Location: Tripoli; LIBYA
Start date: ASAP / URGENT
Contract Duration: 12 months (renewable)
The H3SE Manager is in charge of:
(Preparing, issuing, implementing and monitoring of the H3SE Management System of the NG-6J Project;
(Developing and promoting the Safety culture and Safety awareness programs amongst the Project teams;
(Developing and implementing the H3SE referential of the project (plans, procedures and requirements) and monitoring its implementation, with KPIs and continuous improvement objectives;
(Monitoring the H3SE activities of the PMT and of the EPC Contractor(s) and their subcontractors and vendors;
(Monitoring the applicable regulations, standards and requirements are complied with in all project phases;
(Defining the appropriate organization and identifying and managing the H3SE group;
(The Project Management process #2 (H3SE);
(Defining, implementing and monitoring the H3SE Training plan and related training programs;
(Developing , implementing and maintaining the H3SE Risk program and the Risk registers (down to Job Risk Assessment) and the H3SE Audit program, and monitor the implementation and close-out of the related actions and mitigations;
(Ensuring that all H3SE topics are well considered from Post-FEED to Provisional Acceptance (including EPC tendering phase and EPC performance), and ensuring they are covered in the relevant documentation and
implemented in all project phases, including the monitoring of their implementation and actual results;
(Collecting and reporting on H3SE statistics, analyse H3SE performance versus objectives, analyse incidents, perform investigations, organise feedback to management and personnel;
(Gathering ‘lessons learnt’ and provide feedback to THE CLIENT Corporate HSE department, as required;
(Supporting the Project Manager in organization, management and control of the H3SE activities, especially: Health & Safety
- Be responsible for the Occupational safety activities and their supervision in all Project locations,
- Be responsible for the Occupational health and hygiene at Site, especially in Camps,
- Ensure the implementation of the approved Permit To Work Systems, whether from Contractor or from The Client,
- Participate to the safety engineering reviews (HAZOP, HAZID, etc),
Social & Local Communities
- Ensure due consideration of the Project impacts over local communities, coordinate as required with the Operations department in the relations with local communities,
- Ensure that the requirements and mitigations from the ESHIA are well implemented as per the agreed plan, Environment
- Lead the performance of the ESHIA Study and the development of the ESHIA mitigations register, including task allocation and input in the relevant EPC Contract(s),
- Be responsible for the implementation of the ESHIA Report, requirements and mitigations, Security
- Support the Security Lead in all matters related to Security, in coordination with the Corporate Industrial Security Section Supervisor,
- Lead the performance of the Security Assessment Study and the development of the Security mitigations register, including task allocation and input in the relevant EPC Contract(s),
- Ensure that all security requirements and security mitigations are stated in the relevant plans, procedures and contracts, and well implemented at Site, by organizing inspections and audits as required.
Qualifications / Experience required:
HSE / Engineering Degree with 15 years’ experience in major oil&gas onshore projects, with at least 10 years’ experience in HSE position for major Operators (in design and in site activities) and one experience as HSE Manager in a 1B$+ project. Knowledge of The Client Energies HSE Management System and referential, or similar from a major oil&gas Operator, is required. Experience in Security management is recommended.
Experience in challenging areas (remote, security, logistics) and in joint-venture environment is required.
Language: Fluent English (working language), Arabic would be a plus.
Location: based in Tripoli, with ability to relocate to any required Project locations.
