HSE MANAGER (JO017874) Saudi Arabia
We are looking for an HSE Manager with the following details :
Location : WADI ALDAWASIR, Saudi Arabia
Duration : 18 months
Work Status : Resident, Single
Mission:
- He is responsible for the implementation of PROJECT HSE Plan at WORKSITE level.
- He staffs and manages the CONTRACTOR HSE team and ensures that the HSE team works in the COMPANY
- He reports hierarchically to the CONTRACTOR Project Manager and is also in continuous liaison with and reports functionally to the PROJECT HSE Management Board enforcing decisions/directions taken at Management level.
- He participates actively to the personnel safety, construction integrity and respect of the environment and promotes HSE awareness at all level through exemplary and pro-active attitude with PROJECT team,
- COMPANY and Subcontractor. He is accountable for demonstrating, individually, an exemplary behavior
- with regard to HSE rules & requirements.
Tasks:
- Ensure the development and implementation of the required PROJECT site HSE plans and procedures, in compliance with the COMPANY HSE Requirements, CONTRACTOR HSE Standards, applicable local
- legislation (i.e. QCS 2014 etc), International Standards and regulations and Project HSE documentation;
- Ensure that all sites activities carried out by CONTRACTOR and SUBCONTRACTORS are conducted in
- strict accordance with PROJECT HSE Standards;
- Compliance with the HSE Golden Rules, instructions, rules and procedures in force in TEPG, and, as
- regards to contracted activities, for compliance with the HSE contractual clauses and other documents governing contractors relations;
- Compliance with work and health/safety conditions necessary for the protection of persons;
- Protecting the environment and monitoring environmental performance;
- Compliance with safety and societal measures concerning the SITE
- Ensure the implementation of the HSE Risk Management process, and that every activity is covered by the relevant Risk Assessment and Job Safety Analysis;
- Act as HSE focal point for the work developed at site / field level and provide HSE support and advice to the PROJECT site management and subcontractors;
- Ensure CONTRACTOR personnel has the necessary HSE equipment needed, especially Personal
- Protective Equipment (PPE), and organize or request the order, follow-up, storage and record of PPE;
- Ensure that site HSE meetings and reviews are performed and recorded accordingly;
- Ensure an emergency response plan is developed for any identified potential event, and that drills are
- carried out accordingly;
- Establish an HSE monitoring, inspection and audit program; support the Management HSE Walk; and
- follow-up HSE Action Tracking Register;
- Ensure an HSE Observations reporting scheme is implemented, with proper analysis and follow-up of action taken;
- Promote any HSE initiative to be implemented on site, such as but not limited to communication campaign, safety culture programs, etc.
- Actively support the Site Incentive Scheme by making suggestions specific to the Site, and facilitate
- understanding and participation of site personnel;
- Promote environmental and safety awareness among the workforce, through proposal and monitoring of toolbox talks, incentive schemes, lessons learned towards workforce, supervision and management;
- Monitor the HSE performance of Subcontractors and provide proposals for improvement;
- Lead in accident / incident investigation and ensure that any HSE event on Site is reported in due time;
- Ensure Project HSE training and Induction programs implementation at site level;
- Ensure the development of spill contingency plan and monitor implementation;
- Ensure the development of Waste/Chemical/Water Management Plans, ensure the relevant permits are obtained from authorities and monitor implementation;
- Ensure compliance with environmental requirements;
- Establish on site an environmental monitoring and audit program applicable to all phases of the operations.
Key Requirements
- SOLAR project experience
- Must hold a NEBOSH international occupational health and safety diploma or equivalent.
- Minimum ten years experiences HSE field of which five years should be in managerial role.
- Ability to understand procedures and instructions specific to HSE topics.
- Must be able to prepare, review, and audit working procedures.
- Must be able to prepare reports on all HSE technical matters.
- Must be capable of conducting HSE incident investigations.
- The ability to plan, implement, and supervise training in all areas of safe working is essential.
- Demonstrated knowledge and experience in developing, implementing, and continuously improving health & safety, and environment management systems requirements.
- Good English language oral and written communication skills are essential.
- Team player and able to build and maintain relationships both internal and external.
- Proficiency computer skills with MS office and other day-to-day work-related software applications are necessary.
