Senior Contracts Engineer

Senior Contracts Engineer (JO013982) Brunei

The Job holder liaises with other teams and participates to the processes and procedures of the contracts entity by performing the following tasks:
- Work closely with the Technical DUET to anticinate and ensure contracts are executed in a timely manner Hold
• Regular meetings with DUET and preparing and issuing minutes of meeting; i.e. monthly duet meeting. Participate in the TGP CATMAN network
• Liaise and coordinate the C&P process with HQ and relevant entities to ensure timely execution of contracts.
• Ensure that all insurance issues of company assets and personnel are covered in the contracts
• Ensure the update of all his/her subjects in all required reporting and any existing contract management tool
• Manage performance by implementing and monitoring local KPIs
• Keep informed of best practices in contracts procedures in other entities and affiliates for improvement of contracts practices in his/her affiliate
• Use frame agreements (FALTC from Headquarters) available
• Prepare all necessary documents and perform the necessary work required to execute the contract in accordance with the standard process, including Bidders list and strategy, Call for tender, negotiation of contractual exceptions, bid evaluation , recommendation to award until the final execution of the contracts. Use C&P tools (SAP, e-sourcing, etc.) that are available.

The job holder executes the following contracts activities

  • Prepare and maintain an up-to-date list of qualified contractors/suppliers/potential tenders/contracts with updated information in order to perform market studies; analyze and assess all possible answers from the market
  • Ensure the validation of the contracts strategy by:
  1. Arranging and attending Contracts Committee Meetings
  2. Pre-qualifying bidders
  3. Defining target prices
  4. Defining criteria for evaluation
  • Manage the CFT process :
  1. Prepare and issue the call for tender package to contractors and suppliers on the bidders list in collaboration with technical partners and CATMAN.
  2. Verify the Terms & Conditions (standard, general and financial)
  3. Verify the alignment with HSE clauses, Company rules including rules on compliance; i.e. anti-bribery and corruption clauses, Procedures, Instructions, Local Business Development directive and any applicable legislation when drafting all contracts.
  4. Analyze the contractual exceptions and negotiate with contractors.
  5. Conduct the commercial bid analysis and negotiate where possible.
  6. Lead the preparation and presentation of Recommendation to award (RTA) in Contracts Committee and follow up the award of the contract.
  7. Follow up on the approval from authorities and partners and eventual execution of the contract documents
  8. Conduct the Terms & Conditions bid analysis and negotiation
  9. Conduct the commercial bid analysis and negotiation thereby creating a clear definition of responsibilities and documents together with the DUET
  10. Participate in Recommendation to award (RTA) through contract committee
  11. Ensure the handover of contracts to the Métier Partner
  12. Assist the Head of Contracts and Procurement in the settlement of claims and lawsuits, in relation with the Juridical, Insurance, Finance and TGP directives by proposing strategies and actions and participating to the negotiations
  13. Ensure monitoring on-going contract status, participate in contract renewal and amendments discussions
