One of our top Clients in the O&G Industry is looking for a WSS Utility Expert (Technical): Water with the following details:
Location: Himachal Pradesh; INDIA
Start date: ASAP / URGENT
Contract Duration: 48 months (renewable)
The WSS Utility Expert (Technical): Water is in charge of :
The WSS Utility Expert (Technical) Water will help company in (i) improving company's ability to develop Expansion and Rehabilitation plans in-house (e.g. distribution network extensions); (ii) Asset management capacity; (iii) Water treatment quality management, (iv) Distribution and Non-Revenue Water management (v) monitoring and managing water quality; (vi) achieving Operational efficiency, energy Efficiency and circular economy; (vii) selecting and deploying effective Digital Tools to improve utility management (GIS, SCADA etc.); (viii) developing a systems approach, standard operating procedures and resilience (e.g. emergency planning); (ix) developing and leading on the job training for operations staff; x) conducting research and investigations on technical bottlenecks and refining technical aspects of Company's service delivery where necessary. The expert will take lead role in the following aspects of the World Bank's Utilities of the Future Framework — a) service and performance and b) technical operations and collaborate with the Management Expert in other areas.
- The WSS Utility Expert (Technical) Water will be engaged to support Company for a period mentioned in ToR and in accordance with the terms of engagements mentioned in the RFP. The Technical Expert- Sewerage is expected to provide its services in Company at Shimla in accordance with the agreed the deployment plan agreed.
- The WSS Utility Expert (Technical) Water will be responsible for helping Company achieve its targets under the GoHP MTP and associated World Bank PforR results framework. Specific deliverables will be set annually by the Managing Director / CEO of Company.
Qualifications / Experience required:
- Bachelor degree in Civil Engineering with Master in Technology (M.Tech) or Master in Engineering (ME) in Environmental Engineering or equivalent
- The total experience of the expert in above areas shall not be less than 10 years.
- Experience working as water supply utility manager / expert. Experience in hilly / undulating terrain and a focus on technical aspects of utility management will be an advantage.
- The expert must have demonstrated expertise in:
- Design and management of 24x7 pressurized water supply,
- Design and operation of Water Treatment Plants,
- Design of Water Conveyance Systems,
- Water quality management
- Should be familiar with EPANET , Water GEM, ArcGIS and Asset planning ,
- Experience in optimization of pumping systems to reduce unit cost of production of water etc.
- Development and implementation of water loss control strategies including Network sectorisation, pressure management, water audits, calibration of hydraulic models, field measurements using ultrasonic flow meters, pressure logger; leak-noise detection surveys, creating water balance and other NRW activities.
- Experience of conducting training session on the hydraulic modelling and NRW reduction, familiar with network modelling software like EPANET, Water GEMS, ArcGIS etc.
- Use of GIS programs and remote sensing including digitizing mapping and data, preferably in water management or a related field
- The expert will also have experience of overall management of water supply and sewage operations for at least 30,000 customers including service delivery, NRW management, energy efficiency, asset management, customer service and water quality regulatory compliance.
