Our client, major Oil & Gas player, is urgently looking for a “Foreign Subcontractors Governance Manager”                        

Terms and Conditions

Location: Moscow with business trips to engineering centers in Russia

Status: Resident, Single, Onshore

Contract duration: 12-18 months with extension

Work schedule: 5 days/ Week

EDUCATION    

  • Higher technical

REQUIREMENTS         

  • At least 5 years in project activity, as part of the International Engineering Company
  • At least 3 years of construction projects management in the Russian Federation, as part of an international engineering company.
  • Experience in organizing work with subcontractors in the field of preparation of feasibility study, design documentation and detail engineering design documentation
  • Knowledge of the main provisions of regulatory documents on the organization of design work, design process in the Russian Federation
  • Experience in drafting technical design specification and commercial proposals, and design contracts,
  • Experience in estimates preparation for design and survey
  • Experience in scheduling design works
  • Knowledge of key project management tools (MDR, budget, progress, risk management, change management, expectations management, etc.)

JOB DUTIES   

  • Develops a list of foreign Subcontracting engineering companies;
  • Ensures the conduct of audits and evaluation of foreign Subcontracting engineering companies;
  • Manages the process of enlisting the services of foreign Subcontracting engineering companies for specific works;
  • Develops contract strategies for attracting foreign Subcontracting engineering companies;
  • Ensures the profitability of attracting foreign Subcontracting engineering companies;
  • Performs centralized monitoring of the progress of the work of foreign Subcontracting engineering companies;
  • Develops uniform rules for working with foreign Subcontracting engineering companies;
  • Organizes quality control, resources, information exchange and the works schedule compliance of foreign Subcontracting engineering companies;
  • Assesses the performance indicators of managing foreign Subcontracting engineering companies;
  • Organizes pricing control, analysis of technical & commercials offers of foreign Subcontracting engineering companies;
  • Advises specialists of related departments on issues of attracting foreign Subcontracting engineering companies;
  • Advises specialists of foreign Subcontracting engineering companies on the requirements of for the organization of work;
  • Plans the number of coordinators of foreign Subcontracting engineering companies and their qualifications based on information about the objects being sold;
  • Provides project utilization of coordinators of foreign Subcontracting engineering companies.
