H3SE Manager Site Deputy (23/02/2024) Paris, France
We are looking for a H3SE Manager Site Deputy for one of our clients with the following details:
Location: Paris, then Sohar (Oman)
Start Date: Q1 2024
Contract Duration: 12 months
Qualification and Experience Required:
- Professional Experience: +15 (incl. experience in Middle East as a preference)
- Experience in similar position (years): +10 (or in management major international construction contracts)
- Education Level / Diploma: Engineer
- Languages: English (mandatory) and French (+)
Activities
Responsibilities:
- To adopt and to demonstrate an exemplary behaviour regarding Company Ethics, “Code of Conduct”, Project Company/Contractor Safety Culture and H3SE policy, rules and regulations.
- To ensure promotion, implementation by site construction personnels of the Company Ethics, “Code of Conduct”, Project Safety Culture and H3SE policy, rules and regulations.
- To ensure full site compliance to the Project HSE Management System.
- To inform the Project H3SE Manager of the need of changes in Project HSE Policy, Plans or Procedures.
- To participate, as required, in Project HSE Management System updates (Policy, Plans and Procedures).
- To develop, as required, additional HSE procedures/instructions at site level.
- To ensure through HSE Superintendent, that the Contractor is enforcing his contractual commitments; is implementing properly his Contract HSE Plan and Objectives, is safely, properly and timely performing his activities as per Company specifications, design and codes.
- To ensure the follow-up of Contractor HSE Progress Incentive scheme.
- To assist the Package Construction Managers in their HSE areas of concern.
- To participate, as required, in the performance of HSE reviews and risks assessments.
- To participate to KOM with Contractor/Subcontractors, to regular HSE and/or Progress and/or specific HSE meetings on site.
- To regularly participate to HSE site audits / visits / tours.
- To participate in investigations of significant HSE anomalies, incidents or accidents.
- To review and ensure quality/comprehensiveness of associated audit reports and to follow-up implementation of relevant corrective action plans in a timely manner.
- To consolidate HSE reporting data at site level in a streamlined approach between Company HSE Superintendents and EPC Contractor HSE personnel.
- To monitor and review the regular reporting issued by the Superintendents.
- To consolidate site Internal HSE weekly reports and to issue site HSE weekly / monthly HSE Reports at management level.
- To ensure adequate and timely site reporting to Project H3SE Manager.
- To ensure the follow-up of HSE indicators (KPI's) and tracking of anomalies, incidents, accidents performed by the Contractors.
- To participate to HSE Committees and other Package HSE events.
- To ensure that site personnel have the required HSE competencies and that HSE trainings are performed as planned.
- To ensure confidentiality of all the documentation issued under his area of responsibility.
- To support H3SE Manager and HSE Lead on Project execution phase preparation before being assigned on site
In General:
- to enforce decisions/directions taken by Project H3SE Manager;
- to provide HSE advises to Package Construction Managers;
- to coordinate the Package HSE activities (supervision of HSE Superintendents) and to ensure that these activities are duly planned and performed as per plan;
- to analyze and resolve HSE issues and problems encountered by the teams on site and/or HSE Superintendents;
- to provide HSE methods for the implementation of the HSE Plans and for the supervision of the day-to-day site activities.
