Major Activities Performed: List the major job function(s) of the position. 1. Familiarizes with all Royal Commission codes and standards, strategic principles, framework guidelines, General Design Criteria and Technical Guidelines, standard drawings, and standard guide specifications. 2. Prepare conceptual design, layouts, calculations etc wherever required. 3. Preparation of Scope of works for any required site investigations / studies i.e Environmental Studies, Environment Management plans, Hydrological and Flood Studies, Topography Surveys, Geo-Environmental testing for ground water tests, soil contamination tests, Gas monitoring etc 4. Review of RIBA stages Deliverables issued by Design Consultant and Contractor i.e RIBA Stage 1,2 3, 4,5 and 6 5. Preparation of detailed Tender packages for Detailed Design, Construction and Operation & Maintenance, that includes detailed Scope of works for Design and Construction of MSW and hazardous waste Landfill, Waste Transfer Station, MRF, GWC, CD&E, Organic waste facilities, Common facilities and infrastructure and any other identified Waste facilities by RCU for development. 6. Preparation of technical specifications, CQA, evaluation criteria, bill of quantities and drawings for Bid packages 7. Manage client requirements advising on all technical engineering matters and solve the design related issues 8. Offer professional and technical innovation, advice and support to the Client, to assist with the safe and effective delivery of the projects 9. Review of Contractors’ design submittals, specifications, MAS, technical reports, calculations and coordinate work of other disciplines and departments. 10. Implementation methods and solutions for complex engineering problems and will select the most efficient and economical manner to meet our clients’ design objectives. 11. Leads other Engineers and design personnel in technical excellence and growth in the Quality Improvement Process. 12. Provides technical consultations for interdisciplinary analytical studies and analyses. 13. Review of vendor drawings and shop drawings. 14. Performs field inspection and provide field support, as necessary during construction phases. 15. Provide response and technical solutions to RFI’s and technical notes raised by Contractors, Operation and Maintenance. 16. Must work well within a dynamic team and serve as a technical consultant to the client. |

Experience, Qualifications and Skills Set: 1. Bachelor’s degree from an accredited university with major course work in civil engineering, environmental or a related field of study. Emphasis in waste management design preferred. 2. Minimum 10 years of engineering experience in mega infrastructure projects with at least 5 years in in planning and designing of waste management facilities including all types of landfills, waste transfer stations, composting and sorting plants, CD&E waste processing plant, e-waste processing, hazardous waste and pollution control, together with its appropriateness in small/ middle income developing countries. 3. Demonstrate experience in management of design consultants, Contractor, and Client; 4. Experience in preparation of technical reports, presentations, tender packages, BoQ etc 5. Demonstrate experience in implementation of environmental management plans during construction phase and operational phase; 6. Demonstrate experience in environmental monitoring studies such as Air Quality, Odour, Gas monitoring, Groundwater etc 7. Demonstrate experience in Environmental Audits for ISO 14001: 2015 and Climate Change reporting i.e Green House Gas Calculation under IPPC Guidelines, IFC 8. Coordinate with all relevant stakeholders and government authorities plus developers, consultants and contractors working within the area under study or adjacent areas. 9. Professional Engineer (PE/PEng/Chartered Engineer) registration is preferred and PMP certified is a plus 10. Experience working in Saudi Arabia and GCC region is preferred. 11. Must demonstrate continual progression of experience and expertise in relevant discipline. 12. Must be fluent in English both written and spoken with an excellent capability in technical report writing as well as oral communication skills. Knowledge of Arabic language is a plus, but not required. 13. Excellent communications skills and reporting/presentation 14. Good knowledge of the tendering process 15. Ability to work in a high-pressure environment. 16. Excellent client facing skills. 17. Knowledge of computers and basic software applications: AutoCAD, Civil 3D, MS Office (Word, Excel, Power Point). |
