Job Purpose:

To deliver the engineering required for installation of the HPC MEH piping scope on site through leadership of a team of engineers from delivery to site of piping/equipment through to handover to commissioning. To provide integration of the site scope within the wider E2E Piping Engineering team.

 

Contextual Information:

Operating Environment

  •   The MEH programme is about to enter a change in delivery phase to commence bulk installation on site from the start of 2024, whereas previously the focus has been on securing the design and manufacturing. As such the spotlight will fall on the construction leads for the engineering delivery of the site scope;
  •   The “MEH Engineering construction manager” reports to the MEH End to End Engineering Director;
  •   The current team size of direct report is around 10 engineers, however this will grow to match the workload on site and will involve operational leadership of a matrixed team;
  •   As this is a front-line site delivery role, there is a necessity to work flexibility working under the time pressure of the schedule in order to unblock technical issues to allow continuity of work by the installation teams.
  •   The discipline construction leads don’t report operationally to the MEH Engineering construction manager as they will report to their respective Engineering managers. Hower, the MEH Engineering construction manager is defining the ways of working and responsible to check the progress.

 

Frameworks and Boundaries

  •   The MEH E2E construction manager is part of MEH E2E Engineering which is delivering the engineering from basic design to hand over to commissioning. Delivery of the upstream engineering sequence is outside the scope of the Engineering Construction Lead’s role; however they should ensure integration with the other areas of the team and other disciplines.
  •   The MEH E2E construction manager will coordinate the 5 disciplines (NSSS piping, BNI/BOP piping, Electrical , HVAC & WIC) from a construction perspective.
  •   The MEH E2E construction manager will have delegation to perform decision making on site within a defined boundary to allow efficient and quick resolution of topics.

 

Dimensions:

  •   MEH End to End Engineering team is currently circa 120 engineers
  •   The MEH Engineering construction team consists of circa 20 engineers but will grow as the activity start to ramp-up.
  •   Budget responsibilities:

o   management of the MEH JV (installation company) is owned by the Programme Senior Project Manager. The base scope (piping, electrical and HVAC installation) of the JV contract is £2.000m.

o   efficient management of resourcing according to a defined budget.

 

Principal Responsibilities:

  •  Managing the Contract Engineering Lead activities for HK8010 contract related to the 5 disciplines:

o   Writing of the technical specifications for erection activities

o   Answering to Technical Queries

o   Resolving the construction Open Points

o   Coordinating of the answer to Exemption Requests

  •  Implement the Triple 1 model across all disciplines thanks to a good monitoring, the deployment of standard field solution, develop the delegation principle and a good coordination of all stakeholders
  • Supporting the construction Project Managers in the establishment of Key Performance indicators with the objective of reporting site progresses for construction activities.
  • Proactive reactivity and technical experience to enable site construction activities to be executed without blocker to delivery, by providing technical support/expertise to close all open points / technical queries raised by the construction contractor.
  • Coordinate interface with Front Office teams in the answers provided for Field Change Requests / Non-Conformances from site.
  • Ensure integration of the needs for activities post-construction (completion team) into the construction sequence (for instance: Hydro pressure test loop definition, Commissioning Test Pack review and acceptance…).
  • Coordinate all the engineering activities to support construction sequence, and including the identification and implementation of improvements to processes and ways of working (e.g., redlining process on site).
  • Manage the transverse activities such a 3d scan, documentation control and specific activities such as PIA, NDT contract.
  • Be a recognised point of contact for any MEH engineering matters for the MEH-JV, the Delivery leads or the JDO.

 

Essential knowledge, Skills, Qualifications & Experience:

  • Proven experience working in an equivalent / related role in the construction industry;
  • Meticulous and rigorous approach to engineering to achieve high professional standards;
  • Proven ability to successfully deliver engineering safely to the correct quality, time and cost in a fast paced, schedule driven environment.
  • Strong people leadership skills to coordinate efficient delivery of their scope through empowerment of their team members and drawing on the necessary support from others in the organisation;
  • Ability to influence a diverse range of stakeholders;
  • Ability to work autonomously but with awareness of own limitations;
  • Knowledge of contractual and commercial mechanisms.

Desirable knowledge, Skills, Qualifications & Experience:

  • Degree in related engineering field;
  • Chartered Engineer with relevant engineering institute;
  • Detailed understanding of PWR design and experience in PWR operations;
  • Working knowledge of French language an advantage;
  • Good knowledge of CDM Regulations.
