One of our top Clients in the O&G Industry is looking for a Quality Manager Services with the following details:

Location: Tripoli; LIBYA

Start date: ASAP / URGENT

Contract Duration: 12 months (renewable)

Education/ Knowledge and/or Experience:

  • Engineering Degree with 15 years’ experience in major oil&gas onshore projects, with at least 10 years’ experience in Quality management for a major Operator and one experience as Project Quality manager.
  • Knowledge of Quality Management System from a major oil&gas Operator is required.
  • Experience in challenging areas (remote, security, logistics) and in joint-venture environment is required.
  • Language: Fluent English (working language), Arabic would be a plus.
  • Location: based in Tripoli, with ability to relocate to any required Project locations.
  • Strong skills in Management, Organization and Coordination,
  • Good communication skills (verbal and written),
  • Result-driven, autonomous, with aptitude for taking initiatives and making decisions,
  • Analytical approach, to evaluate options and present them to his management,
  • Methodic, organized and pro-active,
  • Ability to work in multi-disciplinary and multi-cultural teams,
  • Proven track record of result deliveries in challenging project environments.

Roles And Responsibility

The Project Quality Manager is in charge of:

  • Defining, developing, implementing and controlling the implementation of a Quality Management System for the project, covering internal & external activities;
  • Defining and implementing the Quality Assurance program over the project activities;
  • Establishing the Project criticality assessment process and implement as a basis for Company surveillance;
  • Defining, organizing, coordinating the Quality Surveillance of the Contractors and their Vendors andSubcontractors, organizing Quality audits and visits and issue updated evaluations of their performance;
  • Monitoring the Quality performance through the relevant Key Performance Indicators;
  • Defining the appropriate organization and identifying and managing the Quality group;
  • To review and approve Contractors', Subcontractors' and suppliers' Quality Control Plans and Inspection & Test Plans for whole coherence and adequacy (document control and enforcement to Quality Specifications);
  • Managing the Equipment Conformity and Project Certification activities;
  • Participating to the development and implementation of the H3SE culture among the Project;
  • The Project Management processes #7 (Documentation management), #8 (Quality management) and #10 (Knowledge management);
  • Assisting the Project Manager in all related Quality activities, especially:
  • Quality Management system
    • Develop, maintain and implement the Project Quality plan and the Project Management Quality Plan,
    • Define and Develop the Project Quality reporting and a KPI report to reflect the PMT QA/QC activities,
    • Define with Contractor the content of the Quality report and KPI baseline,
    • Ensure the issuance and implementation of the relevant quality procedures and programs, including audits,
    • Implement the Quality register (non-conformities, derogations, correctives actions),
  • Quality Control and Inspections
    • Carry out regular reviews with EPC Contractor in compliance with the quality plans and procedures,
    • Develop and manage the inspection program for engineering, procurement, fabrication, supply, delivery, storage, preservation, installation, connection, test of the equipment and materials,
    • Ensure appropriates QCPs and ITPs are in place to control the execution of EPC Contractor, including the relevant level of participation from the PMT,
    • Manage the Project reviews and corrective actions (Action Tracking, Risk Reporting, PSR, Audit close-out, etc),
  • Documentation management
    • Manage all documentation and correspondence produced and exchanged with Contractors,
    • Implement and update documentation management procedures,
    • Ensure quality control of received deliverables and its distribution matrix,
    • Follow up of reviews and support Project management for their follow up and KPI related to project progress,
    • Provide management with reports and performance indicators relating to the documentary activity,
  • As built and Final Documentation
    • Provide the quality and Vendors’ inputs in the Final Documentation,
    • Ensure consolidation and timely delivery of Project final documentation,
  • Project Lessons learnt and technical close out
    • Promote and facilitate the knowledge transfer within and outside of the Project team,
    • Develop and manage the Lessons learnt process and related procedures, as well as promoting the issuance of lessons learnt reports,
    • At the end of the Project, consolidate the Project Close out report, detailing all project disciplines withfeedbacks and Lessons learnt from challenges and successes experienced during project execution,
