Senior Construction Delivery Manager

Principal Accountabilities 

  • Acting as a subject matter expert in their area of expertise (civil or MEH), support the contract partners in their delivery of the works packages to enable efficient and timely delivery of their sections of works.
  • Provide support to the Construction Delivery Managers by recommending temporary measures to mitigate against safety and/or quality concerns. Follow up by taking appropriate and proportionate action (e.g. issue communications, call meetings) to avoid the cessation of works. This includes, but is not limited to, review of documents, assurance audits, etc.
  • Drive works on site and ensure contractor performance is in line with the agreed programme. Escalate concerns to the Area Construction Lead and provide solutions to recover/mitigate, following dialogue with the contractor.
  • Review the construction daily site logs to ensure information is reported to the required level of detail up through the organisation to the Area Construction Lead and escalate any issues/concerns via detailed reports.
  • Proactively communicate/co-ordinate with site functions (H&S, quality, surveillance, commercial, project controls, logistics) and other Senior Construction Delivery Managers to maintain good communication links, and ensure activity is well and timely reported. This will also include regular attendance at pre-start briefings and supporting the delivery of key messages to the contractor’s organisation.
  • Regular attendance at PLOD/PLOW meetings with the contractor to ensure that short term planning is in line with the overall delivery schedule, ensure outputs are recorded and areas of concern escalated to the Area Construction Lead for onward escalation.
  • Undertake and record safety and/or assurance inspections to support the project HSPI’s.
  • Ensure clear, two-way communication with the Area Construction Lead and Construction Delivery Managers so that all activities and issues are directed appropriately.
  • Act as lead reviewer for safety related documents submitted by contract partners. Collaborate with other document reviewers to ensure that the review process is completed and documents are returned to contract partners in a timely manner.
  • Fulfil a Duty Construction Manager role on a rota basis, typically 3 to 4 times/year.
  • Provide support as a construction SME to other members of the project Emergency Response Team in the event of a site emergency.
  • Work closely with the contract PM’s to provide support and guidance for responses to contractual correspondence.
  • Fulfil line management responsibilities to construction delivery managers which will include but not be limited to setting objectives, monitoring/managing performance and mentoring.

Dimensions

  • Will be working as Principal Contractor to deliver this Major Project.
  • The post holder will be based at Hinkley Point C and may be required to travel to other company locations in the UK and possibly Europe as required.
  • Manage and coordinate delivery of service contract partners.

Knowledge, Skills, Qualifications & Experience

Essential

  • Experience and knowledge in delivering projects with multiple stakeholders, including optioneering, construction sequencing, recovery planning and resource allocation.
  • Good understanding of the post holder’s obligations under the CDM Regulations.
  • Able to write informative, concise and meaningful reports and present the findings in a professional way to peers and senior managers.
  • Experienced in motivating and energising contract partners by building an environment of trust and understanding, actively seeking alternative views and opinions.
  • Possess excellent organisation and communication skills.
  • Tertiary qualifications in Civil, Mechanical, Electrical Engineering or Construction management, or equivalent vocational training and experience.
  • SMSTS or IOSH qualification holder.
  • Collaborate with other managers, providing leadership to effectively manage site operations.
  • Adopt a results-focussed mind set, using initiative and taking personal responsibility and accountability to ensure necessary action is taken to deliver excellence, value and quality.
  • Able to deliver results when working under pressure.
  • Ability to manage multiple stakeholders.

Desirable

  • Experience of operating in a high security, highly regulated environment is advantageous.
  • Membership of a professional body such as the Institution of Civil/Structural/Mechanical Engineers.
  • Experience within the Nuclear environment is advantageous but can be off-set by experience within large Civil Engineering/Building/MEH projects.

 

Technical Competencies

The Office of Nuclear Regulation requires a specific level of nuclear specific knowledge that is graded to reflect seniority of the post. The requirements cover general industry competencies gathered by education, training and experience.  site specific requirements will be gained by an extensive specific training programme that all employees must attend.
