We’re recruiting for a Health, Safety & Environmental Manager to join our well respected and established client in Loughborough on a full time, permanent basis.
Salary: £40,000 - £50,000 (depending on experience).
Hours: 39 hours per week (flexibility required due to nature of the role).
The Role:
As a HSE Manager, you will manage the HSE requirements of our client and ensure they comply with all relevant legislation and works to best practice principles (including ISO45001 and ISO14001) across its operations. Promote a positive health and safety culture across the Group.
Key Responsibilities:
· Manage and maintain the Group’s HSE management system, in line with ISO45001 and ISO14001 requirements. Continuously develop the integrated management system and tie in with ISO 9001 by partnering with the quality team.
· Ensure HSE risk assessments are in place covering work processes and activities. Review risk assessments in line with the management system.
· Assist all departments in implementing HSE risk control procedures, as identified in the risk assessments.
· Manage and assist all departments with the provision of safe working procedures.
· Ensure risk assessments and safe working procedures are distributed to all relevant employees and risk controls are understood and implemented by department managers and individual employees.
· Contribute to the Group’s carbon reduction strategy in line with net zero objectives. Help to identify targets and opportunities for energy savings and assist with implementation. Assist in the development of KPIs which track progress.
· Carry out health and safety and environmental audits to ensure the HSE management system is effective and suitable. Report and advise on findings, issue NCRs and implement corrective action plans. Identify areas of improvement.
· Assist the Group achieve SMART health and safety targets and objectives in line with management system.
· Manage the implementation of the Group’s Safety First behavioural safety initiative to drive improvements in culture.
· Undertake workplace health and safety and environmental inspections across all departments and construction sites in line with the HSE management system.
· Record inspections and ensure actions are communicated and managed. Monitor against risk assessment control measures.
· Maintain and report relevant Key Performance Indicators on the performance of the HSE management system, including accident and near miss statistics across the group. Maintain monthly reports and ensure they are available in a timely manner to the Group Operations Director.
· Carry out accident and near miss investigations in line with the management system. Complete reports and communicate corrective actions as required. Review risk assessments.
· Manage the Group’s annual health surveillance programme and ensure suitable follow-up action is taken.
· Manage the membership, renewals and recertifications of various industry H&S certification schemes such as CHAS, SMAS Constructionline, Builders Profile etc. Ensure assessments are undertaken in a timely manner so as to ensure ongoing accreditation to these schemes.
· Assist the Group Supply Chain Manager with the control and auditing of company suppliers, maintaining the approved suppliers list in line with the company management system.
· Identify and manage the Group’s requirements for external advice and support, including workplace inspections (such as noise surveys, workplace environmental monitoring, legionella monitoring), and ensure such services help to assess risk and control workplace hazards.
· Manage the HSE training requirements across all departments in line with the Group’s training competency framework. Undertake in-house HSE training where required.
· Manage, and when required, deliver health and safety and environmental tool box talks.
· Maintain the Group’s legal register, including compliance methods. Review and update as required. Keep abreast of legal and bests practice developments and ensure relevant information is communicated to all departments.
· Attend relevant meetings related to the HSE management of the Group, both internal and external. Participate in the BCSA health and safety committee and associated requests for information. Assist in the annual membership audit.
· Manage the Group health and safety committee. Arrange quarterly meetings and ensure appropriate attendance from committee members. Ensure minutes are recorded and issued and actions are communicated and managed.
· Liaise with the Group’s insurance company and assist with annual inspections and associated actions. Manage communication in the event of a liability claim and ensure relevant documentation is provided.
· Liaise with external bodies (such as the HSE) as required.
· Manage the Group’s requirements for first aid and fire marshalling, including training and evacuation drills.
· Manage and monitor subcontractor health and safety performance for work taking place in and around the Group’s Loughborough facilities.
· Review subcontractors RAMS for construction sites in line with the health and safety management system.
· Assist all departments with the completion of tender and prequalification documents and audits.
Competencies, Experience & Training:
· NEBOSH National Diploma or equivalent.
· Experience of managing HSE in manufacturing and construction industries, including satellite operations across multiple construction sites.
· Independent and self-driven individual, managing own workload and identifying priorities.
· Experience of driving safety culture across all business levels.
· Experience of ISO 45001 and ISO 14001, including operating within an integrated management system.
· CSCS Card.
· Driving licence.
· IT iterate with MS Office – especially Word and Excel.
