Operational Systems & Projects Manager - Immediate Start (6-Month Contract)
Location: Newquay, Cornwall
Reports to: Director of Operations
Contract: Fixed-Term Contract (6 Months)
Pay Rate: £22.94 per hour
Hours: Monday to Friday, 9:00am - 5:00pm (4:30pm finish on Fridays)
We are recruiting on behalf of our client for an experienced Operational Systems & Projects Manager to join their team on a 6-month contract.
This is an exciting opportunity for a highly organised operational professional with experience managing projects, coordinating maintenance and refurbishment works, implementing operational systems and working across multiple sites and services.
Reporting directly to the Director of Operations, the successful candidate will play a key role in delivering operational improvements, managing building and infrastructure projects, implementing systems and supporting the effective delivery of Council services.
A full UK driving licence is essential as travel between sites may be required.
Shift Pattern
- Monday to Friday
- 9:00am - 5:00pm (4:30pm finish on Fridays)
- Immediate start available
- 6-month fixed-term contract
- Occasional evening, weekend and bank holiday work may be required to support operational needs, events and service delivery
Key Responsibilities
Operational Systems Implementation
- Support the implementation and improvement of operational systems, processes and reporting tools
- Coordinate system setup, testing, staff training and rollout
- Maintain accurate records relating to assets, maintenance schedules, inspections and compliance activities
- Work with internal teams, suppliers and stakeholders to drive operational efficiencies
Project Delivery
- Manage assigned building, refurbishment, maintenance and infrastructure projects from planning through to completion
- Define project scopes, timelines, budgets and key milestones
- Coordinate contractors, suppliers and service teams to ensure successful project delivery
- Monitor project expenditure, quality standards and delivery timescales
- Manage project documentation, completion records and handover processes
Operational Coordination
- Maintain work programmes, maintenance requests and action plans across multiple services and locations
- Support planned maintenance programmes and long-term improvement projects
- Coordinate works involving public buildings, facilities, estate infrastructure, public conveniences, play areas and public spaces
- Liaise with multiple stakeholders to ensure work is completed efficiently and effectively
Compliance & Safety
- Support health and safety processes, risk assessments and contractor compliance requirements
- Assist with maintaining inspection schedules and corrective action plans
- Monitor compliance records and ensure actions are completed within agreed timescales
- Escalate significant risks or operational issues where appropriate
Procurement, Budget Monitoring & Reporting
- Obtain quotations and coordinate purchasing activities within approved budgets
- Monitor project expenditure and provide regular progress updates
- Produce operational reports, action logs and project updates
- Liaise with Councillors, community groups, contractors and stakeholders regarding ongoing projects and improvements
Person Specification
Experience & Skills
- Experience coordinating operational, maintenance, facilities or asset management activities
- Proven experience delivering refurbishment, maintenance, infrastructure or operational improvement projects
- Experience managing suppliers, contractors and multiple workstreams simultaneously
- Strong organisational and project management skills
- Ability to maintain accurate records, compliance documentation and reporting systems
- Experience implementing or improving operational systems and procedures
- Strong communication skills with the ability to engage with colleagues, contractors, stakeholders and members of the public
- Ability to prioritise workloads and deliver projects within agreed deadlines
- Full UK Driving Licence
Essential Qualifications
- IOSH, NEBOSH or equivalent Health & Safety qualification (or working towards)
- Experience within facilities, estates, operational management, project coordination or a related field
- Good understanding of compliance requirements, risk assessments and contractor management
- First Aid or Emergency Response training
Desirable Qualifications
- Project Management qualification or relevant project delivery experience
- Experience using asset management, maintenance management or task management systems
- Relevant Built Environment, Facilities Management or Construction qualification
- Knowledge of contractor RAMS, compliance registers and project safety arrangements
- Experience within Local Government, Public Sector, Community Services or similar environments
