Job Summary

We are seeking an experienced Technical Facilities Manager to lead the hard services and operational delivery across a premier residential development in East London. You will take ownership of the site's mechanical, electrical, and building fabric infrastructure while directly managing an in-house team of engineers and handymen. A key focus of this role is upskilling and training your direct reports, managing external specialist contractors, maintaining full statutory compliance, and delivering a seamless service experience for residents.

Key Responsibilities

  • Team Leadership & Development: Line-manage, schedule, and lead an in-house technical team of engineers and maintenance handymen. Conduct skills gap audits, design tailored training plans, and actively mentor team members to raise internal technical capabilities.

  • Operational & Technical Management: Oversee all Planned Preventative Maintenance (PPM) and reactive maintenance across critical M&E systems, hot/cold water, drainage, HVAC, access control, and life safety systems.

  • Contractor & Vendor Management: Procure, schedule, and supervise specialist external contractors. Review RAMS, issue Permits to Work, monitor service SLAs, and conduct quality assurance audits on completed works.

  • Statutory Compliance & Health & Safety: Ensure 100% compliance with relevant legislation (L8/Legionella, BS7671, BS5839, Fire Safety Act, EICRs, and lift inspections). Maintain comprehensive records and ensure site readiness for audits.

  • Resident & Stakeholder Relations: Act as the technical point of contact for the Estate Manager and resident queries, resolving complex technical escalations professionally and promptly.

  • Budgeting & Commercials: Assist in managing hard services budgets, challenge vendor quotations, order stock and spare parts efficiently, and identify cost-saving energy/sustainability initiatives.

Required Experience & Qualifications

  • Technical Background: Recognized trade qualification (City & Guilds / NVQ Level 3 in Electrical, Plumbing, or Mechanical Engineering) or equivalent hands-on experience.

  • Management Experience: Proven track record managing M&E operations and direct teams (engineers/handymen) within high-density residential, PBSA, or mixed-use developments.

  • Certifications: IOSH Managing Safely or NEBOSH General Certificate is strongly preferred; valid L8/Legionella awareness certification.

  • Skillset: Strong history of training, upskilling, and developing junior engineering staff. Excellent contractor management and commercial awareness.
