We are currently partnered with a reputable, large-scale semi-government organisation with a diverse portfolio of subsidiaries across the UAE and internationally, currently undergoing a significant HR transformation.
As part of this transformation, the organisation is building out its Group Mobility function and is seeking to appoint a Mobility Manager at HQ level. The role will take ownership of refining, operationalising, and scaling a newly designed Group-wide mobility framework.
The organisation has recently developed a Group-wide mobility framework and is currently piloting it across selected business units. This position will play a critical role in transitioning the framework from design into execution, ensuring consistency, governance, and scalability across multiple operating companies
This is a strategic yet hands on role, combining policy ownership, operational delivery, systems enablement, and stakeholder management across a complex group structure.
Key Responsibilities
Mobility Governance & Policy Ownership
- Own and govern the Group-wide mobility framework across HQ and subsidiaries, ensuring consistent policy application
- Translate policies into clear operating models, including RACI, decision rights, and escalation pathways
- Act as Group policy owner, driving continuous improvement and managing exception frameworks
- Partner with Legal, Risk, Finance, and HR to ensure compliance with employment law, immigration, and data privacy
- Oversee end-to-end internal mobility, including STA and LTA assignments
Mobility Frameworks & Talent Movement
- Operationalise frameworks covering domestic moves, relocations, cross-entity transfers, and developmental assignments
- Ensure consistency in eligibility, benefits, and approval workflows across all entities
- Support cross-entity talent sharing through structured referral programmes
- Align “home” and “host” HR teams to enable effective development and repatriation planning
- Monitor framework effectiveness and recommend enhancements
Operations, Cost & Vendor Management
- Oversee end-to-end mobility processes and case lifecycle management (validation, costing, approvals, execution)
- Maintain mobility cost frameworks, budgets, and vendor rate cards
- Track and analyse cost performance, identifying optimisation opportunities
- Lead vendor governance, including SLAs, KPIs, and performance reviews
- Ensure a consistent and high-quality employee mobility experience
Systems, Data & Oracle Fusion
- Act as functional owner for mobility within Oracle Fusion HCM
- Lead configuration and rollout of workflows, approvals, and data structures
- Drive system adoption through training and stakeholder enablement
- Ensure data integrity, reporting accuracy, and audit readiness
- Deliver Group-level insights on volumes, cycle times, utilisation, exceptions, and costs
- Act as SME to ensure consistent process adoption across all OpCos
Requirements
- Bachelor’s degree in HR, Business Administration, International Business, or related field
- Minimum 8+ years of experience within Mobility, HR Operations, or HR Transformation
- Proven experience designing and managing mobility frameworks (domestic and cross-entity)
- Strong understanding of HR governance, policy frameworks, and compliance requirements
- Hands-on experience with Oracle Fusion HCM, particularly mobility workflows or related modules
- Experience working within a Group or HQ structure overseeing multiple subsidiaries is highly preferred
- Strong stakeholder management skills with the ability to operate across complex organisational structures
