Working on behalf of a Local Authority, Aatom Recruitment has an excellent opportunity for a Tenancy Enforcement Officer on a 3 months contract with a possibility of an extension.

Main purpose of post

  • To encourage compliance with tenancy terms and conditions to sustain tenancies.
  • To take appropriate early intervention or enforcement action to deal with breaches of tenancy and leasehold conditions including nuisance and anti-social behaviour occurring within housing services managed sites or the local neighbourhood.
  • To liaise with appropriate agencies and other departments, leading the response on serious, complex and/or time consuming cases.
  • To be committed to making sure the Council’s legal and contractual obligations are met and that a customer focused service is provided to the highest standards ensuring Housing Services property is safe and well maintained.

Responsibilities

  • To ensure effective consultation and to establish a close working relationship with residents about matters relevant to the tenancy enforcement service and to encourage resident involvement and participation.
  • To keep abreast and be aware of relevant legislation and policies affecting tenancy enforcement
  • The post-holder may be expected to work out of normal office hours as required.
  • To take responsibility, relevant to the post, for ensuring that Council statutes and government legislation is upheld. This includes the Data Protection Act, the Health and Safety at Work Act, Equalities and Diversity, Standing Orders and Financial regulations.
  • Take responsibility, appropriate to the post, for ensuring compliance with council policies and procedures aimed at promoting and safeguarding the welfare of vulnerable children and adults.
  • To take responsibility, appropriate to the post, for tackling racism and promoting good race, ethnic and community relations.
  • To work flexibly in undertaking the duties and responsibilities of this job, and participate as required in multi-disciplinary cross-department and cross-organisational groups and task teams.
  • To undertake any other duties that may be required. These may be varied from time to time to meet the needs of the service.
  • Deliver key housing management services to a high standard, making sure that activities are delivered on time.
  • Undertake investigations into breaches of tenancy/lease conditions, nuisance and antisocial behaviour, taking early intervention and/or enforcement action where necessary to ensure tenancy/lease conditions are complied with.
  • Manage a caseload of enforcement, nuisance and anti-social behaviour (ASB) cases using, as appropriate, the full range of early intervention and enforcement measures available in line with ASB and Enforcement policies.  
  • To ensure accurate recording of all casework using existing systems to monitor progress, case development and performance.
  • To provide advice, guidance and information on self-help remedies to residents, and Neighbourhood Housing Officers responsible for managing the first stages of ASB casework.
  • To prepare cases for enforcement action by, for example, gathering evidence, undertaking surveillance, obtaining statements from witnesses and liaising with relevant external agencies or Council officers.
  • To take part in joint operations with the police and partners in order to obtain evidence and assist in detection and preventative measures to reduce incidence of crime and antisocial behaviour.
  • To instruct Legal Services and liaise with them throughout the enforcement process to make sure appropriate and timely legal action is taken and that the judicial process is followed through to successful completion
  • Establish and maintain positive working relationships with other partner agencies such as the Police, Fire & Rescue Service, Social Services and the Crime & Disorder Reduction Partnership.

Skills/Qualifications

  • Educated to NQF level 3 (e.g. A level/BTEC National Diploma, NVQ level 3) or has equivalent demonstrable experience
  • Holds a relevant professional qualification or is following a course of study leading to the above
  • Detailed knowledge and understanding of current issues facing Social Housing and
  • Good understanding of housing or building legislation and best practice
  • At least two years of experience gained within a housing management role
  • Experience of dealing with enquiries from tenants and leaseholders
