Educational Background:

Degree in Chemical or Mechanical Engineering

 

Experience Requirements:  

Minimum of ten years’ experience in major oil / gas projects in a similar position with extensive experience in process safety or design, risk management, and loss prevention experience in the oil and gas, or chemicals industry

Must have executed major projects as the lead or senior process safety engineer for detailed engineering with an engineering contractor.

Must be fully knowledgeable about codes, standards and recommended practices for Process Safety Management

Good engineering judgment; ability to recognize, assess, and mitigate hazards

Attention to detail, initiative, highly organized, good math / analytical skills, and practical use of engineering principles

 

Job Role & Responsibilities:

Carry out programs related to the OHSAS Process Safety and EPA Risk Management Programs Including: Process Hazard Analysis, re-validations and studies.

Equipment Criticality Assessment: provide process safety insight/judgment in determining equipment criticality as per company standard, determine methodology to assign availability requirement on the safety critical device, and provide recommendation based on actual availability of the safety critical device on periodic basis

Design bases and philosophies for safety, fire and explosion protection, fire detection, heating and ventilation systems and to co-ordinate / monitor work related to these functions developed by process, piping, instruments, electrical, architects and structural disciplines

Review process-related hazards and hazardous events as identified in related reviews.

Identify new process hazards associated with scope or design changes, and detail all the ways in which a hazardous event could occur.

Apply advanced mathematical concepts to evaluate the likelihood of each incident occurring and the seriousness of the consequences.

Developed practical recommendations for process changes to mitigate, control, or eliminate process-related hazards and meet process related risk reduction objectives.

Develop a Safety Awareness Program that identifies at-risk employees and works to improve their safety awareness through pro-active safety based tasks.

Champions process safety knowledge sharing across the site.

Communicates external process safety events to the site and share best practices identified within the company.

Be familiar with all relevant Departmental Procedures and ensure that any deviations from these procedures and discussed with the Manager, Safety / Environmental Engineering

Attend regular design review meetings with Project Engineers and Lead Engineers and to ensure that safety aspects are properly coordinated and understood by all members of the project team

Main Activities

Provide technical assistance to the operations managers, maintenance team, safety supervisor, engineering team, and contractor plant personnel in the field of process safety management.

Develop and maintain effective Corporate Philosophy of fire and safety in relation to F&G detection systems, reliability and maintenance standards, emergency shutdown, drainage systems, ventilatios, alarm system, emergency power supply system, venting, general plant safety and construction safety and quality.

Lead and document the PHA/hazard evaluations (HAZID, HAZOP, FRA, FTA, ETA, QRA, LOPA, BOW-TIE) of each phase of new project.

Lead and document the PHA/hazard (HAZID, HAZOP, FRA, FTA, ETA, QRA, LOPA, BOW-TIE) evaluations of existing process.

Lead relevant process safety investigations or root cause analyses.

Determine the necessary risk mitigation for an accident scenario during PHAs/HAZOPs, or as a stand-alone task.

Develop and maintain safety study procedures and fire detection and protection equipment standards.

Assist in developing inspection, test, and preventive maintenance plans and equipment reliability programs.

Develop and implement key performance indicators (most importantly, leading indicators) to track the progress of PSM on a week-by week and month-by-month basis.

Obtain the most out of implementing PSM to help ensure maximum compliance in case a Safety Case is required for ALARP demonstration.

Ensure compliance with all elements of the OSHA Process Safety Management standard.

Evaluate new processes and modify existing processes and facilities to meet new requirements.

Provide oversight and conduct audits for site management of change (MOC) and pre-start up safety review process (PSSR).
