The mission of a Manager, Benefits Outsourcing is to oversee the Benefits Outsourcing teams, managing client-specific services and providing avenues for maintaining the quality of benefits management for our clients’ employees, ensuring exceptional and accurate health and welfare plan service support is provided to our clients and their employees, as well as working collectively with the Service team(s) in order to meet and exceed service expectations.

  • Manage the operational and fiscal activities of the department staff depending on client demands and budgetary availability, including:
    • Managing staffing plans, applicant selection and new hire job-specific orientation, coordinating with Finance and HR for recruitment and/or temporary help
    • Managing departmental budgetary forecasting, department spending, employee compensation, employee expenses and budget adherence
    • Maintaining up-to-date job descriptions, performance expectations and communication of job duties with employees
    • Assessing, coaching and developing employee performance, knowledge, skills, career progression, workload and job-specific expertise
    • Motivating and recognizing employees

 

  • Oversee employee operations and activity, taking corrective action as necessary, ensuring compliance with all external regulatory agencies and organizations for all areas of responsibility, including:
    • Proactively providing training and education to ensure compliance requirements are met 
    • Communicating with supervisors, managers and Vice Presidents regarding department operations and pending issues effecting other departments
    • Collaborating with other departments and/or department supervisors to develop effective cross-functional team workflows
    • Overseeing productivity and quality goals within the department, taking corrective action as needed
  • Manage client interactions, inquiries and meetings related to the setup and ongoing servicing of the client benefits plans, including:
    • Ensuring the deliverables of the team meet internal and client delivery standards for timeliness and quality
    • Report status and metrics for internal and client use
    • Ensure employee health and welfare benefit plan issues are expertly and swiftly resolved and that overflow calls from the Call Center are handled in a timely manner
    • Ensure payroll changes are reported to our clients timely
    • Ensuring new hire packets are prepared and send out, and an ample supply of materials is kept on hand for distribution
    • Over Age Dependents, LOAs and Retiree enrollment changes are processed accurately
    • Employees with claims questions, EOB explanation needs and claims re-submissions to carriers are answered and/or processed accurately and timely
    • Ensure all processes, audits and benefits administration systems are maintained
    • Ensure accurate and timely audit activities including new hires, termination notifications and changes to carriers are conducted
    • Oversee database testing for eligibility management
    • Ensure all employee discussion details and transactions are accurately and timely recorded, documented, retained and filed
    • Ensure the Benefits Administration team is able to effectively partner with benefit carrier representatives to swiftly resolve outstanding employee services issues
    • Review carrier invoicing for accuracy prior to client delivery
    • Oversee carrier billing reconciliations and review carrier discrepancy reports

Minimum Qualifications (KSAs – Knowledge, skills and abilities):
 

  • Bachelors degree and CEBS or HR certification
  • Minimum five (5) to seven (7) years experience working with employees in an employee benefits environment (i.e., carrier, employer HR, consulting, brokerage)
  • Minimum two (2) to four (4) years supervisory experience in a dynamic, cross-functional environment
  • Expert-level knowledge of all employment benefits and eligibility processing, both company paid and voluntary benefits
  • Advanced knowledge of Microsoft Excel, Word and Access
  • Exceptional problem resolution, attention to detail, project management, follow-though, multi-tasking and prioritizing skills
  • Passion for providing exceptional service, both internally and externally, in-person, via phone and in writing
  • Demonstrated ability to handle documents with confidentiality and security
  • Thrives within a metrics-driven, transactional type environment
  • Comfortable with learning new computer software and internet-based applications
  • Exceptional communication oral and written communication skills
  • Excels as part of a cooperative, dynamic team, always displaying a positive attitude and a desire to “solve for yes” and provide win-win solutions
  • Demonstrated knowledge of applicable laws and regulations regarding health and welfare benefits
  • Able to adapt to change, take initiative, manage time effectively and effectively cope with stressful situations
