My client a local government seek Property Asset Manager/Surveyor to join their team. To be successful for this role you must be RICS qualified.
To manage the company’s assets ensuring that the operational requirements of the assets are met within budget, and maximising income opportunities, whilst complying with legal requirements. In addition this role will develop and implement disposal, repair, maintenance, refurbishment and development programmes in line with agreed strategies.

Duties

Review and manage Asset and Property related contracts and agree service levels.
Take overall responsibility and management of any ‘new build’ projects’ they undertakes in its own right, from their initial inception through to completion
Ensure all their Assets comply with Health & Safety and fire safety requirements
Ensure preventative maintenance requirements are identified and a planned preventative maintenance programme established and implemented, reporting progress to management on a quarterly basis
Develop and maintain a register on the property condition (commissioning or carrying out condition surveys as necessary) of each asset, linking this to the planned preventative maintenance programme
Prepare specifications, assist with contract documentation for technical detail and prepare working drawing on CAD to allow Project Officers to deliver projects required to be undertaken as part of improvement programmes for retained assets
Ensure valuations are carried out in accordance with the Red Book including an annual submission of the exchange of memoranda
Identify disposals and present proposals to the Asset Management and Capital Working Group
Deliver agreed disposals.
Arrange a programme for regularly carrying out property inspections, maintaining a record of inspections for insurance purposes
Responsible for the day to day running & management of the Asset and Property service, including implementation and management of Council objectives as required as part of its operations.
Lead and manage the staff within the Asset and Property Service, ensuring effective application of employee policies and procedures, including recruitment, appraisal, absence management, training and development.
Ensure that data is collated and analysed to assess asset performance and running costs, managing a process of identifying and implementing ways of improving efficiency where possible
Manage the process for making the necessary applications and approvals for property related works to be carried out
Produce estimates of cost for works to be carried out on property related projects, maintenance, repairs etc to help inform the budget requirements for Capital and Revenue
Ensure that responsive repairs are carried out in a timely, yet efficient and effective manner
Ensure a process for reviewing and renewing leases and granting of licences as required. Ensuring that fee income is maximised, fees are collected and as necessary re-negotiated within a broad charging framework to ensure equality and transparency of fee setting process
Ensure that all works outside of contract terms are charged to the tenant
Ensure cross-departmental property elements are carried out in accordance with Council and College requirements
Undertake any other duties appropriate to the role and consistent with the grading of the post

Essential

Professional Surveyors qualification eg RICS
CAD trained
Project Management Qualification
Knowledge of all current related legislation including Health & Safety
Knowledge of Asset & property defects & remedies
Ability to demonstrate proven experience in Property and Asset Management, Delivery of Capital Projects and Negotiating Development Agreements
Ability to manage clients and 3rd party contractors
Ability to demonstrate proven experience of operating within a senior management leadership role
Ability to demonstrate proven experience of leading and managing teams of staff
Management of reactive and planned preventative maintenance
Knowledge & understanding of tenant & landlord contracts & relationships
Understanding of leases, sales & purchasing of assets/land
Ability to prepare and present clear and concise reports on complex issues and effectively present information to Members and Officers
Strong interpersonal and communication skills
Ability to inspire commitment and enthusiasm within a team to achieve common objectives and goals
