Job dimensions

  • The Job is within the Social Affairs Department, in IPG organization in Kampala.
  • The job holder reports to the Environment & Social Studies Coordinator and is responsible for delivering on the requirements of the Company Management System (CMS) that seeks to put in place mechanisms to minimize and manage impacts.
  • The role requires cross functionality with other departments such as Business Development, Project engineering teams, Legal Affairs, and Local Content.
  • This job also requires extensive coordination with the JV partners and stakeholder engagement with local communities, contractors, government and civil society

Activities

  • Ensure timely preparation of all documentation related to Land and Societal Impacts, required as part of the development studies of the upstream project.
  • Prepare detailed scopes of work, develop and manage societal performance strategies, policies, studies (including RAP) and methodologies in compliance with project schedule and technical needs, regulatory requirements and international standards.
  • Review the documentation developed by external contractors (baseline surveys, impact assessments, management plans).
  • Coordinate with the JV Partners to ensure harmonized approach and consistent implementation of societal and land access strategies & specifications in all of the Resettlement Action Plans (RAP).
  • Ensure compliance to national regulations and international best practices, Total corporate standards as well as any specific project requirements (eg. compliance to the IFC performance standards).
  • Contribute to the preparation of comprehensive social management plans in compliance with regulatory requirements and international standards.
  • Ensure that all societal recommendations (eg. mitigation measures) are implemented in the Project Design Basis and/or integrated to the Project Statement of Requirements.
  • Ensure a strong integration with the Project Development Team, Legal Affairs, Environmental and Local Content Specialists for all common matters (ecosystem services, regulatory compliance, industrial relations, etc.).
  • Propose / influence the projects to mitigate and manage the land and societal impacts of the upstream and oil export pipeline projects, as well as the societal risks for the projects.
  • Secure a good understanding of the socio-economic context of the Lake Albert region and of the involved local stakeholders / Keep abreast to the social environment evolution.
  • Organize and facilitate regular stakeholder engagement on societal and land issues with the following key stakeholders: Government of Uganda (GoU) agencies (Central and Local), Civil Society Organizations, Finance Institutions, Multi-lateral Aid agencies...
  • Validate the opportunities to implement social development projects in partnership with all interested stakeholders and ensure that these projects are duly monitored and evaluated.
  • Contribute to training (if need be) of COMPANY Uganda societal staff.

Qualifications / Experience required

Qualifications:

  • University degree in Environment & Social Sciences, Environment & Energy Engineering, Sustainable Development, Economics or equivalent.

Experience:

  • Minimum 10 years’ experience in extractive industry (oil & gas, mining…) working in Development Projects, and H3SE positions.
  • Knowledge of the international standards and associated H3SE requirements.
  • Ability to maintain good relations with a wide range of local stakeholders, NGOs, donors, local authorities, local communities.
  • Good report writing and analytical skills.
  • Excellent interpersonal and communication skills.
  • Proven ability to manage contractors and supervise a team.
