Senior Project Management Officer

Initial 3 Month Contract

£250 -350 a day

This role has been established to primarily support a different number of ongoing projects at Essex County Council. Applicants will be required to support Senior Project Management Officers and Project Managers; to deliver on numerous different work streams within a larger programme of work. This role also requires robust project management methodologies and project planning skills.

The ideal candidate will have extensive experience in stakeholder management and partnerships working within a local authority setting. We are looking for a candidate with a degree or other qualification in a relevant subject (PRINCE2, APMP or any relative Project Management qualifications) or equivalent experience.  

You must be a highly motivated individual with evident theoretical knowledge and understanding of the technical, behavioural and contextual elements of project management. Of course, you’ll also have proven practical skills and experience across stakeholder management, planning, monitoring and reporting, problem solving, budget control and quality management. Being passionate about achieving results and being responsive to customer needs, you must be a bold thinker with a motivational and supportive style. 

The nature of the transformation to be implemented is around specific deliverables or business process changes to defined standards of quality within agreed costs, timescales and other constraints in order to deliver agreed aspects of ECC’s Target Operating Model. 

Duties will include, but are not limited to, the following:

  • Ensure delivery of complex programmes of cross-cutting work with multi-million pound spend and benefit profiles
  • Accountable for all elements of portfolio, including management of all planning, governance, framework delivery and implementation aspects
  • Manage significant project related budgets (up to £20m) and provide strategic, inspirational leadership to large teams of multi-disciplinary employees from across ECC (and partner organisations).
  • Manage relationships with external suppliers and ensure appropriate skills and talent are identified to fulfil specific project requirements.

To be considered for this opportunity, applicants will need to demonstrate the following skills and attributes:

  • Relevant professional or academic qualification (Degree and or Professional Qualification) or equivalent by experience
  • A proven track record at a senior management level of successful delivery of large and complex transformational portfolios in an organisation of similar scale and complexity, focused on both cost reduction and improvements to customer satisfaction
  • In-depth working knowledge of the design and change instrumental to a transformation programme
  • Demonstrable experience of managing a portfolio of projects, programmes and BAU activities in line with quality standards, costs, timescales and other constraints
