Engineering Advisor

Engineering Advisor (MPH-EA0001) Abu Dhabi, United Arab Emirates

The Engineering Advisor is responsible for providing the technical expertise required to support the procurement of power generation and water desalination capacity. This includes supporting the tender drafting and evaluation process throughout the procurement cycle until financial close. This includes amending, revising and challenging all engineering technical outputs to ensure accuracy and completeness for incorporation into tender documentation.

The Engineering Advisor is also responsible for monitoring staff performance and providing continuous feedback and support to foster Directorate improvement efforts.

Capacity Procurement

• Contributing to the drafting of the company’s Capacity Procurement Plan

• Reviewing and endorsing the company's Statement of Requirements in coordination with Commercial colleagues

• Leading the technical aspect of the company's procurement tendering process. This includes:

  • Drafting pre-qualification documents and bidder lists to support tender issues
  • Managing technical advisors and leading technical aspects of new projects among advisory teams and stakeholders during front-end design and development of RfPs
  • Coordinating and overseeing site environment and social impact studies (as required)
  • Leading the technical evaluation of bids provided by potential developers and technology providers, consolidating input provided by Mechanical and Electrical Engineers in coordination with the
  • Commercial and Project Finance Department Managers
  • Recommending, if applicable, reward mechanisms for power station technology partners to incentivise continuous innovation and efficiency standards

Inter-Directorate Coordination

• Drafting technical solutions that model the provision of new generation capacity in coordination with the Forecasting and Planning Directorate, the distribution company, and the regulatory authority

• Reviewing technical suggestions and appraising plans to extend asset lifetimes in coordination with Integrated Planning and Contract Management department colleagues

• Providing technical support to the Contract Administration Directorate during the settlement process Business Planning and Performance • Contributing to the development and achievement Directorate key performance indicators (KPIs) and targets

• Managing the implementation of Directorate performance improvement efforts, monitoring effectiveness and impact • Monitoring department staff performance, providing feedback and coaching where necessary to ensure continuous improvement

• Contributing to manpower and succession planning activities in coordination with the Corporate Support Directorate when required. This includes identifying department colleagues training and development requirements for incorporation into the company’s Annual Training Plan.

 

KEY RESULT AREAS:

  • Robust and accurate tender technical specifications aligned with international engineering best practice • Recommendation and selection of optimal procurement capacity bids that incorporate all relevant generation/ desalination technical specifications • Achievement of Engineering Department KPIs and targets

 

JOB REQUIREMENTS

MINIMUM EDUCATIONAL LEVEL:

* Bachelor degree in Mechanical or Electrical Engineering or a closely related discipline

* Master Degree in any related field is preferable

* Accredited by CEng (UK), PE (US), Eur.Ing (EU) or equivalent

MINIMUM EXPERIENCE LEVEL:

* Minimum of 10 years of experience in power generation and/or water production or similar relevant role

* Strong understanding of technical evaluation process including RfP writing and bid grading mechanisms

* Experience of leading teams of seven or more employees

* Good understanding of the Gulf region and its unique technical engineering requirements and constraints

* English language is mandatory, Arabic is preferable
