Director, Residential and Commercial Construction (43242) Las Vegas, Nevada

Manage, control and direct the timely engineering and construction of all system fiber-optic and coaxial design and construction activity within appropriate company budgetary and technological guidelines. Develop comprehensive, realistic plans to achieve business objectives and integrate planning across work units. Plan, organize and implement the effective engineering for all coax and fiber-optic construction activity in support of Residential and Cox Business (CB).
Manage all engineering and construction of system upgrades including coax and fiber-optic, both aerial and underground, to support network infrastructure, network over-builds, fiber special projects, fiber relocates and node segmentation. Improve shareholder value by making economically sound business decisions based on a thorough understanding of relevant financial information. Budget, allocate and control yearly capital and operational expenditures. Negotiate contracts with plant activation, electrical and substructure contractor companies, local utilities and city, county and state agencies. 

Primary Responsibilities/Tasks - Essential Functions
Appropriately engineer fiber network to accommodate all telecommunications applications.
Develop comprehensive, realistic, construction capital and operating expense budgets to achieve established business objectives.
Negotiate labor contracts with outside contractors and effectively monitor labor and material expenses.
Manage the activity of direct reports, remove roadblocks, provide needed resources, coordinate work efforts and monitor construction progress.
Define standards and procedures that lead to fundamental improvements in processes and procedures. Utilize process improvement tools to meet and exceed objectives.
Develop adequate internal controls that accurately track and monitor the status of all on-going coaxial, fiber and Cox Business Services (CB) construction projects from initiation to completion.
Communicate with internal customers by acting as a liaison between departments: R-1 / MDU Construction, System Design/CADD, Optical Networks, Cox Business Services (CB), Customer Service, MTC, BBO/BBE, Field Services, and HFC Network Maintenance.
Establish beneficial relationships with external customers; Century Link, Nevada Power, public works departments, activation and substructure contractors, land developers and appropriate city/county/state officials, to ensure that any construction or permit related problems are effectively resolved.
Initiate quality assurance control processes that ensure all design and plant meets federal, state and local requirements.
Develop procedures with utility coordinators that expedite the permit application approval process with State, City, County and local utilities.
Coach and mentor direct reports, set clear performance expectations, foster diversity and develop organizational talent.
Establish effective, professional working relationships with all Cox employees and understand the behaviors that allow teams to function in a highly effective manner.
Promote personal development to direct reports by ensuring the most up to date leadership training is available and support active participation.

Qualifications
Required Knowledge, Skills, Abilities
Typically requires BS/BA in related discipline. Generally 10+ years of experience in related field, including several years in a management/supervisory capacity. Certification required in some areas. Bachelor of Science degree in Business Management/Administration or equivalent experience.
Seven years experience in cable television or telecommunications construction combined with comprehensive knowledge of outside plant construction specifications, fiber optic technology and engineering design or equivalent experience.
Minimum five years general supervisory experience, required.
Minimum five years project management experience, required.
Advanced knowledge of fiber optic technology, system engineering and construction theory.
Ability to interpret, analyze and evaluate technical data as it relates to problem resolution.
Ability to communicate effectively with all levels of personnel, customers, outside vendors, members of the business community and city, county and state officials.
