Position Details
Position Summary: Manage, control and direct the timely construction of all Hybrid Fiber Coaxial (HFC) systems for the purpose of network expansions, node segmentations and Cox Business customers. Ensure that all construction projects are completed within appropriate company budgetary and technological guidelines. Allocate and control yearly capital and operational expenditures inline with the overall companys OCF goals and objectives. Coordinate, organize and schedule all construction activity in support of Network Operation and CBs business objectives. Frequent interaction with Home Developers, CB, Clark County School District (CCSD), XO Communications, City, County and State officials, and the Network Operations and Business Operations Departments of Cox Communications.

Primary Responsibilities/Tasks - Essential Functions
Ensures adherence to established construction and operational procedures by monitoring the activities of construction personnel, noting and correcting discrepancies.
Ensures all system Network design and construction meets federal, state and local requirements.
Direct the activity of direct reports, removes roadblocks, provide needed resources, coordinate work efforts and monitor construction progress.
Define standards and procedures that lead to fundamental improvements in processes and procedures. Utilize process improvement tools to meet and exceed objectives.
Develop adequate internal controls that accurately track and monitor the status of all on-going construction projects from initiation to completion.
Communicate with internal customers by acting as a liaison between departments: CBS Sales and Hospitality Networks, Construction, Engineering, MTC, Optical Networks, System Design/CADD and Network Projects & Design.
Establish beneficial relationships with external customers: CenturyLink, Sprint, Nevada Power, CCSD, public works departments, activation and substructure contractors, land developers and appropriate city/county/state officials, to ensure that any construction related problems are resolved.
Negotiates contractual agreements with commercial businesses, property owners, management teams, contractors and developers.
Establish effective, professional working relationships with all Cox employees and understand the behaviors that allow teams to function in a highly effective manner.
Ensures that established deadlines are met by scheduling and monitoring work assignments for all construction personnel, ensuring staffing is adequate for workload. Includes conducting regular evaluations and making recommendations for staff corrections as necessary.

Required Knowledge, Skills, Abilities
Typically requires BS/BA in related discipline. Generally 7+ years experience in related field, or Advanced degree and generally 5+ years experience in related field. Certification required in some areas
Bachelors Degree in Business or Engineering or equivalent work experience.
Seven years experience in cable television or telecommunications construction with comprehensive knowledge of outside plant construction specifications, fiber optic technology and system design.
Three years prior project management experience, required.

Recommended Knowledge, Skills, Abilities
Five years supervisory experience, preferred.
Demonstrated success in a position requiring work distribution, training, scheduling, problem analysis and resolution.
Demonstrated success in a similar position, including responsibilities of weighing options, selecting the most appropriate option and action based on organized, logical choices.
Ability to communicate effectively, both orally and in writing, with all levels of personnel, customers, outside vendors and members of the business community.
Knowledge of PC with related software (Excel, Word, MS Project, PowerPoint, Outlook.)
Requires excellent organizational, analytical and time management skills, including demonstrated ability to effectively follow through on assigned work and inquires.
General knowledge of FCC, OSHA, National Electric/Safety Codes, State and Local regulations.
