Program Manager

Responsibilities
•Joint IEP has two components: iSMART and C&L. The Joint IEP is designed to support and satisfy resolution of Tactical Data Enterprise Services (TDES) implementation issues, development of Joint TDES capabilities, and Joint TDES verification, validation, and certification of interoperable, Net-Centric sensors, Command and Control (C2) systems and weapons at the tactical edge. In accordance with the Joint IEP Management Plan, the AF has been designated as Lead Command for the iSMART component of Joint IEP and is directed to provide service-level support to Joint C&L.
•Manage and maintain requirements for the Joint iSMART (JiSMART) component of IEP in support of the AF's Lead Command responsibility and shall oversee AF support to the Joint C&L effort. Taskings include:
•Provide primary Air Force oversight and support of JiSMART programmatic management and service advocacy
•Assist in the oversight of JiSMART funding (e.g. establish plan for distribution of funds to each Service) from Defense Information Systems Agency (DISA) in accordance with the IEP Management Plan and individual Service iSMART Statements of Work
•Develop and keep current JiSMART "business rules" (i.e. Data Management, Configuration Management, Access Request Procedures)
•Develop and keep current JiSMART inputs to an IEP Security Classification Guide
•Develop plans for a JiSMART Data Repository to ensure data reuse is maximized to the fullest existent possible
•Develop a data validation process to integrate/update DISA/JITC Testing Trouble Reporting database; define and automate the feedback loops to validate data based upon DISA/JITC testing results
•Capture JiSMART requirements for tool development
•Manage JiSMART Reference Data
•Ensure iSMART data requests from COCOMs, Services, or Agencies reside with responsible program COCOM, Service, or Agency point of contact
•Solicit interoperability data from AF C&L program managers in order to thoroughly characterize technical capabilities and limitations of AF platforms/systems for incorporation into the Joint C&L database
•Represent JiSMART and AF C&L at all IEP working groups, conferences, and Joint meetings (approximately 3 TDYs per year)
Qualifications:
•A Bachelor's degree (such as program management, information systems, business management, etc.) is required
•At least seven (7) years recent experience (within past 9 years) working TDL networks, Multi-TDL data management, C&I Certification Testing, staff processes, military standards (US Mil-Std 3011, 6011, 6016, 6017, 6020), and requirements development is required.
•At least seven (7) years recent experience (within past 9 years) working Multi-TDL configuration management is required.

•At least ten (10) years recent experience (within past 12 years) managing all facets (requirements, scope, resources, time, etc.) of a complex program is required.
•At least ten (10) years recent experience (within past 12 years) working TDL networks, Multi-TDL data management, C&I Certification Testing, staff processes, military standards, and requirements development is required.
•At least ten (10) years recent experience (within past 12 years) working Multi-TDL configuration management is required.
