Project Manager, Senior - Dayton, OH

This position will apply a full range of acquisition program management philosophy, policies/procedures, to perform a wide range of acquisition management activities in support of the existing and future C-130 and other Mobility aircraft programs, Wright-Patterson Air Force Base, OH.
•Support the acquisition program management of full lifecycle requirements, subsystems and equipment
•Assist with development of documents such, as but not limited to, Memorandum of Agreement (MOA) documents, Statements of Objectives (SOOs), Product Work Statements (PWS) and Statements of Work (SOW)
•Review proposals as assigned by the customer
•Review documents submitted to the Government for review and release and coordinate document responses with the appropriate Program Manager
•Assist in the coordination of functional resources (financial, management, procurement, engineering, and logistics) and the consolidation of their inputs into common documents; assisting in planning for the accomplishment of various program milestones
•Provide assistance in risk management, project management and logistics support
•Assist in the collection of programmatic inputs from weapons systems program offices for defining, developing, and managing the acquisition and development/upgrades to the various C-130 and other Mobility aircraft configurations
•Shall perform, as required, an advisory role for program source selections on all acquisition related requirements
•Assist in producing or reviewing products for program office use that include business case analyses, trade-off studies, estimates for program office acquisition and logistics requirements, written requirements documents for planned acquisitions, and acquisition strategies and plans
•Shall support the program office during Material Development Decision (MDD), Engineering Management Development (EMD) and Production phases, to include all milestone activities
•Perform material solution analyses (AoA/sufficiency review and in parallel a systems engineering analysis) leading up to a Preliminary Design Review (PDR)
•Provide strategic scheduling and planning documentation such as the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS) and develop and coordinate a reporting framework for event-based activities during the work efforts
•Develop, analyze, and maintain a master integrated program schedule from concept exploration to fielding a system; furnish/employ networking software tools and capabilities to support lower tier schedule networking, network status, generation of network graphics, assignment of realistic durations and relationships to network elements; evaluate Contractor proposed schedules against government schedules; assess government program office schedules against schedule databases; conduct probabilistic and deterministic risk assessments on both Contractor and government schedules by performing a Schedule Risk Assessment (SRA) using Monte Carlo simulation based software; utilize various types of scheduling software; integrate Contractor and government schedule data with the C-130 and other Mobility Aircraft schedule databases
•Support the development of contract strategies, work breakdown structures and the completion of a program risk assessment to document issues impinging on milestone execution
•Perform analyses to support program strategy decisions and courses of action
•Assist in translating user requirements documents such as the Capability Development Document (CDD)/Capability Production Document (CPD) and CONOPS into Request for Proposal documentation for the C-130 and other Mobility Aircraft
•Support project team meetings and reviews as needed, such as: System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Test Readiness Reviews (TRR), Technical Coordination Meetings (TCM), Functional Configuration Audits (FCA), Physical Configuration Audits (PCA), Production Readiness Reviews (PRR) and other reviews as applicable
•Provide information and manage data as requested to support the program office's use of management tools such as Acquisition Documentation Development and Management (ADDM), Enterprise Information Management (EIM), and others as specified

Qualifications:
•Bachelor's Degree Required
•PMP Certification Desired
•Ten (10) years of acquisition program/project management/analysis experience required
•Three (3) years in a Defense Acquisition Program required
•Active Secret Clearance Required
