Biomedical Equipment Readiness Planner - Scott AFB, IL

Provide functional and technical support for the Manpower Equipment Force Packaging (MEFPAK) Program and Expeditionary/Contingency Medical Equipment (ECME) management operations.
•Develop, coordinate, submit and register personnel and equipment standard unit type codes (UTCs) designed to provide medical and AE capability that supports combatant commander requirements
•Develop, monitor and maintain AMC standard UTCs and their associated playbooks
•Develop and maintain training standards and Mission Essential Task Lists (METLs)
•Develop Mission Capability Statements, Concepts of Employment, and Tactics, Techniques and Procedures (TTPs) for AMC Medical UTCs
•Assist and advise in program management, planning, and resourcing of the Patient Movement Item (PMI) program
•Assist Government in developing and coordinating concept of employment/operations for proposed UTCs
•Write and coordinate Manpower Force Requirement (MANFOR) and Mission Capability (MISCAP) for proposed UTCs
•Assist in development, ensure interoperability, and coordinate Allowance Standard (AS)
•Recommend, advise, assist and train pilot units that serve as subject matter experts in developing and managing UTCs
•Assist with developing Program Objective Memorandum (POM)
•Educate command and pilot unit personnel on MEFPAK and UTC registration processes
•Register new UTC upon development completion via Deliberate and Crisis Action Planning and Execution System (DCAPES) IAW Air Force Instruction (AFI) 10-401
•Identify and deconflict personnel and equipment issues for proposed UTCs
•Advise the Government command representative on MEFPAK plans, programs, and activities
•Research and review technological/equipment issues regarding proposed UTCs
•Review/update assigned UTC MISCAPs, MANFORs, Concept of Operations (CONOPs), TTPs, and Allowance Standards
•Utilize Government systems to input and coordinate MEFPAK actions
•Identify and evaluate potential technological advances for UTC inclusion
•Collect, maintain and analyze after action reports, inspection, and Joint Universal Lessons Learned System (JULLS) documentation for UTC revisions
•Advise on AMC medical and AE mission aspects related to non-medical UTCs
•Coordinate, collect, and ensure Logistics Detail (LOGDET) is loaded for all registered equipment UTCs
•Coordinate, review, and approve all allowance standards loaded into Interactive Medical Allowance Standard Development System
•Perform medical stock number research action in Defense Medical Logistics Item Identification System
•Coordinate medical equipment lay down locations and input information into the Medical Readiness Decision Support System for Air Staff approval
•Develop, assess, and maintain standardized training requirements
•Develop and maintain UTC Mission Essential Tasks
•Participate in staff assistance and readiness mentorship visits to determine the effectiveness of training programs and to provide suggestions/guidance on how to improve status
•Assist and advise the Government in program management, planning and resourcing of the PMI program
•Identify and coordinate PMI requirements between and among existing and proposed PMI Centers/locations/AE and ground based UTC's as found in the concept of operations
•Monitor and assist PMI storage sites and PMI deployable capability with facility, materiel, communication link and data systems support requirements
•Develop program documents, presentations and related working papers to support Government decisions on PMI development and employment
•Plan, organize, and coordinate meetings of the In Process Review PMI working group and document the meetings
•Provide world-wide management guidance and monitoring activity to ensure proper inventory control, tracking of assets (visibility by location), and database maintenance associated with asset bar coding, assignment of index numbers, recording serial numbers, and preventive maintenance/calibration due dates of PMI and other designated equipment
•Conduct life cycle management analysis for items in the PMI program and AMC medical and AE WRM assemblages

Qualifications:
•Associate's Biomedical and/or Electrical Engineering Technology
•Minimum of eight (8) years medical maintenance experience
•Graduate of a DoD Service Biomedical Maintenance Apprentice Course
•Must have completed Defense Medical Logistics Support System training and be proficient in all phases of DMLSS modules (at least 2 years of experience)
•Have or be able to obtain a Secret clearance
