RESPONSIBILITIES:

1. Provides functional support to the QG Offshore Construction Manager in order to ensure project HSE systems are fully implemented and HSE objectives are achieved
2. Provide HSE leadership, oversight and guidance, ensure that the work is carried out in compliance with COMPANY values and policies, relevant laws and regulations, agreed COMPANY priorities and objectives, COMPANY standards and procedures and good industry practices.
3. Champion on-site safety awareness and safe performance with Contractor and among the Project Team
4. Support HSE&S Tool Box Meetings with Contractor’s team
5. Monitor Contractor’s activities for compliance with Contractor approved Project HSE procedures
6. During installation phase, liaise with Company team, Contractor, sub-contractor, vendors suppliers as required
7. Develop strong working relationships with Contractor and Sub-contractor HSE personnel,
8. Liaise daily with Contractor HSE personnel to ensure the effective implementation of all Project HSE requirements
9. Monitor Contractor’s daily activities and performance and provide scheduled reports on Contractor performance to the QG Head of HSE
10. Monitors Contractors delivery of specific HSE related trainings as per the Project Competency Matrix and ensures accurate records are maintained
11. Monitor Contractor /Subcontractor HSE staffing and experience levels and effectiveness. Report to line manager if any discrepancy is witnessed
12. Perform, in a regular basis, Health & Safety inspections in compliance with COMPANY HSE policy and expectations
13. Participate and observe of Emergency drills organised by Contractor
14. Ensure timely review of HSE related construction documentation such as risk assessments, JSA, method statements and lift plans etc.
15. Ensure effective Implementation of the IIF Cards (or equivalent) and support Contractor for deployment at work site
16. Ensure with Contractor HSE team the correct implementation of the 10 Life Saving Rules Program (or equivalent) at Contractor work site and intervene, record and report to line manager, when violations are observed
17. Perform analysis of all ‘at risk’ behaviours and unsafe condition data trends, support Contractor in implementing improvement actions
18. Perform daily inspections using “safety tools” (e.g. JSA’s Method statements, PTW, compliance check lists, Comply/ Intervene/Care check lists)
19. Monitor the Actions Tracking Register and advise line manager on actions closure progress against target
20. Perform daily PTW review to ensure all PTW’s and supporting documentation requirements are fully and properly implemented
21. Participate in incident investigation and provide information to relevant line management
22. Stop every activity that can lead to an incident or injury of personnel and ensure that the risk is controlled before work is continued.

REQUIREMENTS

Safety qualification at degree/diploma level, discipline diploma or Professional Occupational Safety accreditation as NEBOSH Certificate or equivalent.

• 10 + years of major project experience,
• Extensive experience in offshore HUC,
• Experience subsea pipeline installation,
• Experience of Brownfield construction
• Experience in offshore construction, installation activities.
