The Project is a large, deep, sewer tunnel

The 23 foot inside diameter tunnel is approximately 27,000 linear feet long, excavated approximately 60 to 140 feet below grade in soft ground conditions and will be supported by a precast tunnel liner. The tunnel system will allow the captured combined sewage to be stored and conveyed by gravity to an Advanced Wastewater Treatment Plant (AWWTP) for treatment prior to discharge to the River.

 The major facilities of permanent work associated with the Project to be designed and constructed are include also shaft and hydraulic internal structures, diversion chambers, diversion sewers, adits, retaining work, green infrastructures, mechanic and electrical systems.

 

DB Coordinator role and responsibilities

 The Design Coordinator will be a key position reporting directly to the Project Manager, while also maintaining communication directly with the Client on issues involving the coordination effort between Owner and Design-Builder design responsibilities. His role includes maintaining continual integration between the design and construction teams by linking Construction Manager with Design Manager. He oversees the proper sequence of design document preparation to keep the construction schedule on track, and signs off on all Advanced Design Submittals. He will also coordinate constructability reviews, quality control efforts, design support during construction, and partnership efforts with DC Water through the implementation of Project task forces. The Design and Build Coordinator will report on a periodic basis to the Joint Venture Executive Committee on any issues related to the integration of the design and construction activities.

 

The Design and Build Coordinator will also have responsibility for the Design-Builder’s own technical, or engineering, department. This staff of construction engineers, led by the Engineering Manager, will liaise with the Design Engineers and support the field construction efforts. The construction team, including the Construction Manager, will provide constructability review during the design and provide an additional check of the design drawings. This staff will then translate the design drawings into construction drawings for the Construction Manager and his superintendents. The construction engineering staff will also have responsibility to maintain the project schedule, prepare detailed submittals and work plans, acquire permits, and provide survey and other professional services.

 

DB Coordinator Owner’s requirements

The Design Coordinator shall be approved by the Owner, meet the minimum qualification requirements as outlined below and have experience on a minimum of one project functioning in the same role.

B. Design Coordinator

1. The Design Coordinator shall be in charge of all of the Design –Builder’s engineering design efforts, and be responsible to:

a. Coordinate design and construction to ensure means and methods are compatible.

b. Coordinate within the Design-Builder’s organisation to ensure the design process supports the critical path with respect to permitting and construction.

c. Sign off on all Advance Design Submittals.

d. Coordinate design support services during construction, including but not limited to responding to design document changes, review and interpretation of geotechnical instrumentation data.

e. Attend required meetings and other meetings as requested.

2. The Design Coordinator shall not perform the following activities: Preparation of meeting minutes, Change Order Preparation, Claim Notification, Claim Package Preparation, Dispute resolution Board (DRB) Presentation, or any other task that is not approved by the Owner.

3. Minimum requirements:

a. Bachelor odegree, or higher, in Civil, Mining, Geotechnical or Structural Engineering.

b. Experience managing the design on a minimum of two projects which includes structural / tunnel engineering for underground facilities in soft ground conditions, including designs of bored tunnels and shafts.

d. The Design-Coordinator shall have an office in the Design-Builder’s Field Office at Site, shall report to that office on a daily basis.
