Chief Residential Appraiser Officer (354885) Bloomington, Minnesota

Provides overall direction and leadership to the creation, implementation and daily management of the pre-delivery quality assurance process. Collaborates with the senior leadership team to define strategic initiatives for the department, ensuring alignment and support of company goals. Reporting to the President, Rels Valuation, this position provides seasoned leadership, judgment, visionary thinking and financial acumen when making decisions for the pre-delivery organization.

Accountable for the formation of the pre-delivery organization, which is a quality assurance function and a profit center. This includes the initial organizational design, staffing the department, training, work flow strategy and development of policies and practices. Ensures metrics and reporting tools are created in order to effectively evaluate the quality of work performed, ensuring alignment to client needs and industry guidelines. Responsible for the development and management of the annual operating budget. Oversees annual revenue estimated to be $35m.

Evaluates and maintains pre-delivery appraisal review standards, guidelines, techniques, and methods for conformance with policies, procedures, and applicable laws and regulations. Ensures compliance with Legal and Regulatory requirements as they relate to appraisal review.

Ensures the appraisal review process meets the service level agreements while providing efficient and service-oriented processes.

Provides technical guidance to the department regarding quality issues which may result in a material defect, USPAP or Regulatory, Compliance or Operational violation.

Tracks and reports quality measurements, appraisal and vendor performance through the use of scorecards and other management tools.

Executes ongoing trending and root cause analysis of QA findings and provides reporting to internal and external partners.

Ensures the optimization of evaluation tools to determine risk and necessary enhancements to review processes

Implements process improvement initiatives that enhance quality and service levels. Analyze reporting to identify trends/changes with regard to needs, quality issues potential gap areas, etc. Proactively addresses areas of opportunity in conjunction with identified trends.

Creates appropriate communication policies to ensure compliance with necessary vendor contacts to resolve appraisal related issues and provide coaching.

Serves as liaison with key client personnel to ensure appropriate working relationships are maintained.

Directs and controls the day to day operations of the business and is responsible for the successful execution of all employment-related activities; across multiple office locations. This includes, staffing, on-boarding, training and development, talent and performance management, coaching, goal setting and employee retention, motivation and morale.

JOB REQUIREMENTS:

High school diploma or GED required.

Bachelors/Masters degree preferred.

Must be a state Certified Appraiser. 10 years residential real estate appraisal experience.
Prior leadership of a Quality Assurance Operation.
Strong knowledge of FIRREA, USPAP, secondary marketing requirements, FHA, legal and regulatory requirements.
Strong in-depth knowledge of evaluation real estate products and services, including valuation tools.

Works independently using judgment and decision making for areas of responsibility; works under the general guidance of the President of Rels Valuation.

Approximately 300+ employees; across multiple locations.

Excellent analytical and problem solving skills in proposal preparation, negotiation, and contract administration. Extensive experience working in a production environment
Demonstrated ability to lead and motivate employees.
Solid understanding of all aspects of fiscal management, information technology and quality assurance protocols.
Highly developed organizational and follow-up abilities with the capability of multi-tasking effectively and efficiently in a high-volume environment.
Demonstrated ability to consistently deliver against Service Level Agreements (SLAs).
Excellent verbal and written communication skills.
